State Health Insurance Assistance Programs (SHIPs) are federally funded and are designed to provide 1-on-1 assistance to help people on Medicare navigate Medicare and select their Medicare coverage. But the program is underfunded and relies heavily on volunteers. This new study looks at how SHIPs are serving people with both Medicare and Medicaid (dually eligible beneficiaries) --- beneficiaries with low incomes, low resources, and complex health needs.

Additional counselors and increased training on topics relevant to dually eligible individuals may improve the State Health Insurance Assistance Program's (SHIP) ability to provide health insurance–related information to low-income Medicare beneficiaries. To give people a little more time, the Centers for Medicare and Medicaid Services (CMS) have extended the enrollment deadline for health insurance coverage. Shoppers now have until Wednesday, December 18, to sign up for coverage that begins on January 1, 2025. If you sign up between December 19 and January 15, benefits will start on February 1. Please remind your friends, family, and neighbors not to miss the chance to enroll in a 2025 health plan. Many people do not realize that there is financial assistance available to help with the monthly cost of health insurance — in many cases, they can get a comprehensive health plan for $0. Rural hospitals are fighting for their lives, grappling with a health insurance payment system that is bleeding them dry. I'm proud to be co-author of a new report that shows how insurance corporations have transformed the Medicare Advantage program in particular into a tool of exploitation, ripping off those serving and living in some of our most vulnerable communities. The study, from research and advocacy firm the Write-Off Warrior, surveyed more than 40 rural hospital leaders. It found that insurance corporations enrich themselves by imposing burdensome approval processes, denying coverage for vital treatments, delaying or declining to provide critical payments, and pushing more costs onto patients through skyrocketing deductibles and copays. The report, “Preyed On,” is timely. It comes as deep frustration at health insurance companies has surfaced in the wake of the murder of UnitedHealthcare CEO Brian Thompson. Now is the time to channel that anger toward positive change. Time to reform a monstrous healthcare system that is doing grave harm to the heartland and to all of America.
