"more teeth?" The EA already wields a formidable arsenal of regulatory powers, which, are more than enough to regulate the industry: 𝗜𝗻𝗰𝗿𝗲𝗮𝘀𝗲𝗱 𝗣𝗲𝗿𝗺𝗶𝘁𝘁𝗶𝗻𝗴 𝗙𝗲𝗲𝘀: They can increase permitting fees by up to 300%. 𝗘𝗻𝗳𝗼𝗿𝗰𝗲𝗺𝗲𝗻𝘁 𝗡𝗼𝘁𝗶𝗰𝗲𝘀: Binding notices requiring businesses to implement significant changes to comply with regulations. 𝗣𝗲𝗿𝗺𝗶𝘁/𝗔𝗰𝗰𝗿𝗲𝗱𝗶𝘁𝗮𝘁𝗶𝗼𝗻 𝗦𝘂𝘀𝗽𝗲𝗻𝘀𝗶𝗼𝗻 𝗮𝗻𝗱 𝗥𝗲𝘃𝗼𝗰𝗮𝘁𝗶𝗼𝗻: without warning all operations at allegedly non-compliant facilities can be stopped. 𝗩𝗲𝗵𝗶𝗰𝗹𝗲 𝗜𝗺𝗽𝗼𝘂𝗻𝗱𝗺𝗲𝗻𝘁 𝗮𝗻𝗱 𝗦𝗶𝘁𝗲 𝗟𝗼𝗰𝗸𝗱𝗼𝘄𝗻𝘀: They can impound vehicles used in allegedly illegal activities, and lock gates to unauthorised sites. 𝗣𝗿𝗼𝘀𝗲𝗰𝘂𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗜𝗺𝗽𝗿𝗶𝘀𝗼𝗻𝗺𝗲𝗻𝘁: Penalties for environmental offences can attract up to two years imprisonment for waste offences, or ten years for fraud. 𝗖𝗼𝗻𝗳𝗶𝘀𝗰𝗮𝘁𝗶𝗼𝗻: Recovery of all economic gains (not just profit) from illegal operations. 𝗗𝗶𝗿𝗲𝗰𝘁𝗼𝗿 𝗗𝗶𝘀𝗾𝘂𝗮𝗹𝗶𝗳𝗶𝗰𝗮𝘁𝗶𝗼𝗻 𝗢𝗿𝗱𝗲𝗿𝘀: These ensure that those at the helm of offending organisations can be held personally accountable. What additional measures does the EA believe are necessary? and why?

93% doing it right. I dare say that are just those that have some form of permit or license. What about the 1186 towns ( source ONS) that have at least 2 facebook ads each for man and van etc, or as mentioned the circa 150,000 farms that are being used as dumping grounds?

4,000 farms inspected. But there are circa 150,000 farms in UK. Each farm inspected every 35 years ?!
