The Washington State Department of Ecology is looking to fill a Cap-and-Invest Group Manager (WMS Band 3) position who will oversee Washington’s cap-and-invest program and other key components of the Climate Commitment Act (CCA). You’ll be charged with making high-profile and high-risk policy decisions as you lead the operation and further development of Washington’s market-based program to achieve the state’s greenhouse gas (GHG) limits. In this leadership role, you’ll coordinate and oversee the work of the Cap-and-Invest Group’s three different sections, as they work together to carry out a broad, market-based regulatory program. Additionally, you’ll represent the Department of Ecology in consultation with Tribes, and will communicate with the Governor’s office, members of the State Legislature, residents of disproportionately impacted communities, businesses, and stakeholders in all matters relating to the Climate Commitment Act. Minimum Qualifications: A total of nine years of experience and/or education as described below: - Experience: professional experience in natural resource planning, program development or management. This must include a minimum of three years of supervisory experience managing technical and policy staff. - Education: involving major study in environmental, physical, or natural science, engineering, planning, public administration, business administration, or related field. Today’s takeaway comments about property development vs. wetlands and biology at today’s #NorthStateBIA event: Comment: There’s nothing easy about wetlands permitting. Response: You’re right. The requirements and timelines often do not make sense or are overbearing. The best way to manage these issues is knowing what you are dealing with before buying or applying and then planning your desired outcome. Comment: Is it faster to go through state or federal permits? Response: The EPA’s recent decision to exclude isolated wetlands and waters from federal jurisdiction creates confusion, but also opportunity. State permitting guidelines require agencies to permit projects in 3 months if a complete application is submitted. Comment: The biggest issue we have is with poor customer service and project management. Response: Absolutely. No developer or builder wants to manage someone else’s job. As biological consultants, we often focus on wildlife and habitat concerns. However, we understand that project managers juggle many responsibilities, including: ✔ Environmental Compliance ✔ Worker safety ✔ Project timelines and budgets ✔ Equipment and material logistics ✔ Regulatory requirements from various agencies When you understand that each of these areas also requires its own unique permitting processes, it's clear why many project managers feel overwhelmed. The permitting process can be overwhelming and a significant source of stress and potential delays. We've seen projects hit unexpected roadblocks due to overlooked permits or last-minute discoveries that require additional authorizations. For instance, a seemingly straightforward project can suddenly require a Section 10 incidental take permit if a protected species is found on site, potentially adding months to your timeline. Each permit comes with its own set of requirements, timelines, and potential pitfalls: Environmental Assessments (EAs) or Environmental Impact Statements (EISs) may be required, often involving lengthy public comment periods. Permits might need to be obtained from multiple agencies—federal, state, and local—each with its own procedures and timelines. The specific surveys required can vary widely depending on the project location and potential species present, affecting scheduling and budgeting. Knowing all of this, here’s our advice: ✔ Engage in early consultation to identify all potential permitting needs, helping to avoid surprises down the line. ✔ Align biological surveys and assessments with the project timeline, considering optimal survey windows and agency processing times. ✔ Leverage established relationships with regulatory agencies to help streamline the permitting process. ✔ Translate complex regulatory requirements into clear, actionable steps for the team. During Week 7 of the Conservation Connect Adaptive Management Learning Circle we covered A LOT of content! 📊 We began by picking up where we left off in Week 4 and used our theories of change to help us set SMART goals and objectives and define indicators, allowing us to track the progress and effectiveness of our actions. By using a theory of change as a basis, we can ensure that our monitoring plan will give us the information that we need to really understand our results and adapt accordingly. We also discussed how critically evaluating your theory of change can help identify potential risks and negative side-effects and allow you to mitigate them before they happen. 🛠 We then moved onto Step 3 of the Conservation Measures Partnership's Conservation Standards: Implement. This step is about putting all that brilliant planning into action! We discussed building a workplan and budget that is tightly aligned to your strategic plan, and considered how this forms a strong base for developing fundraising proposals. We talked about how making short, regular progress reports against activities can help identify issues as they arise and give you an opportunity to address them. Stockholder consultation is an important aspect to ensure smooth implementation and effective results for any project. KP is set to launch the BTAP+ Project. I would request and expect that: 1) The wildlife component and research aspects are considered for strengthening and incorporation. These have been neglected aspects of forest and climate policies so far. PFI a research institute for wildlife should be actively engaged in consultation on wildlife research and conservation needs. 2) Research-based geodatabases of protected areas, wildlife species distribution, population, and threats are not available to date. Imagine undertaking conservation and management efforts without having systematic and reliable scientific data for conservation prioritization? Such databases should be established and maintained under this project. 3) Monitoring and evaluation (M&E) practices based on international project management standards, SMART Indicators, and effective Logical Framework Approach (LFA) documents are critical aspects of any project. Current KP projects lack these considerations. Consultants and departments are trying, albeit unsuccessfully, to add LFAs mid-stage in the TBTTP program. BTAP+ should include M&E and LFA planning from the start. I hope those in a position to make decisions will consider taking the time to integrate these elements into the BTAP+ project planning. Planning is the most crucial step, as implementation depends on it. Let's make our decisions informed and based on research data. It is essential, especially in times of financial crisis, to value the resources allocated to these projects.
