Part 396 of the Federal Motor Carrier Safety Regulations establishes minimum qualification standards for individuals performing DOT annual inspections and commercial vehicle brake inspections. Generally speaking, inspectors must be sufficiently knowledgeable of the required inspection criteria and the methods and tools used to conduct those inspections. June is safety month. In the context of safety, what you're looking at is the top of a gasoline tanker trailer. That small threaded hole is a compartment drainplug. You may note, the actual plug is missing. Above is the manhole hatch to the compartment. A thorough pre-trip inspection encompasses many different factors. Visual observation of equipment, auditory senses and tactile feel of components. As driver/operators we are bound by Federal Regulations, specifically 392.7 of the FMCSR to ensure the vehicle and equipment is safe to operate. That specfic missing drainhole plug is a "no-go" for operation. In the event of a rollover, that plug helps keep the flammable product inside the tank until fire/hazmat responders deem it necessary and safe to release. A recently released ATF report made public regarding a June 11, 2023 tanker fire made note of a "manhole cover" being open on the trailer as it was loaded and driven away. The driver unfortunately failed to negotiate a turn and rolled the tanker over, fuel escaping the hatch and subsequently igniting, killing him. Safety is paramount in transportation. The driver/operator is ultimately the first and last line of defense in ensuring reliable, efficient and safe motorways.

4mo§ 396.25 Qualifications of brake inspectors. (e) No motor carrier or intermodal equipment provider may employ any person as a brake inspector unless the evidence of the inspector's qualifications, required under this section, is maintained by the motor carrier or intermodal equipment provider at its principal place of business, or at the location at which the brake inspector is employed. The evidence must be maintained for the period during which the brake inspector is employed in that capacity and for one year thereafter. However, motor carriers and intermodal equipment providers do not have to maintain evidence of qualifications to inspect air brake systems for such inspections performed by persons who have passed the air brake knowledge and skills test for a Commercial Driver's License. =============================== CDL holders have an out to do pre-trip inspections on equipment with air brakes, if they passed the air brake test. For CMVs equipped with electric or hydraulic brakes the carrier must qualify employees as brake inspectors so they may perform pre-trip inspections.
