CHF is concerned about the growing practice of charging patients membership fees to access bulk-billed medical care. A report by the ABC discovered that almost 100 GP clinics have started charging consumers membership fees which experts have slammed as a breach of Medicare rules and taking advantage of already vulnerable patients. The practice has also been occurring in areas where they are a few bulk-billed services available, such as regional and rural areas. Bulk-billing services are provided to consumers at no cost. Health professionals bill Medicare directly and accept the Medicare benefit as full payment for their service.
