Three top performing ministers are responsible for handling transportation in India. We have Mr. Gadkari(roads & highways), Mr. Scindia(aviation) and Mr.Vaishnav (railways) running these most important ministries responsible not only for driving country's economy but also having a large socio economic impact. Together they control budgeted spending of almost 5.5 lakh cr or USD70bn for the year 23-24 (2.7 lakh cr roads & highways, 2.62 lakh railways and modest 3113 cr. for civil aviation). While roads and air travel have improved massively in last decade, Railways remains a laggard. New infrastructure of roads, highways, dedicated corridors and airports have been created. As a result of Govt push for an infrastructure upgrade, led to an unprecedented 50,000 kilometres of National Highways being added in the last 9 years (GOI data). India's aviation industry has experienced significant growth in the past 9 years.The number of operational airports in the country have doubled from 74 in 2014 to 148 in 2023. Connectivity to small towns, new airports as well as increased international connectivity could be counted as major achievements in last decade. In the country's transportation eco- system, problem is Indian railways. Poor infrastructure, tracks, traffic management, ticketing & safety remain major problems of an archaic system. While our cities expanded massively, ground infrastructure of stations, tracks can not cope with the traffic. In fact rail travel remains a torture till now. Nearing end of life tracks can not take high speed rails. Signalling, traffic management system are largely unmanageable and the organisation is simply too large with huge inefficiencies at every level. As much as 40% of Indian Railways’ 1219line sections are utilised beyond 100%, according to Indian Railways a February 2015 white paper.Technically, a section using more than 90% of its capacity is considered saturated. Seven in 10 railway accidents over a four-year period were derailments, owing to multiple factors including track defects, maintenance issues and operating errors, according to an analysis of 1,129 inquiry reports by the Comptroller and Auditor General. The economic cost of derailments (measured as a sum of loss of rolling stock and tracks) between 2000 and 2016 is estimated to be Rs 86,486 crore as per 2018 study by the Indira Gandhi Open University (IGNOU) . The challenge of transformation of Indian railways into a modern high speed efficient railway is massive. It would involve large scale investment into fresh tracks laying, creation of new stations as well as modernisation of existing ones. It would need continuous effort for next two decades. While we wait for the high speed Bullet train to start, existing infrastructure needs urgent upgrade. If India needs to grow, we need a high speed efficient railway system. Looking at the enormity of work involved, railways needs a modernisation plan for next 20 years.

New Delhi. The average speed of Vande Bharat trains has come down from 84.48 kmph in 2020-21 to 76.25 kmph in 2023-24. The Railway Ministry has given this information in response to an RTI question. Railway officials said that not only Vande Bharat but many other trains are also being run at cautious speeds in places where ‘large-scale infrastructure work’ is going on. A railway official said that ‘In addition, some Vande Bharat trains have been run in difficult areas, where high speed is prohibited due to geographical reasons or bad weather.’ Citing the example of the Vande Bharat train between Mumbai CSMT and Madgaon, a Central Railway Zone official said, “Most of the Konkan Railway is a ‘ghat’ section, where trains pass through low-altitude mountain ranges. This is a difficult terrain where increasing speed can pose a safety risk.” He said, “Things become very challenging during the monsoon season, when we have to keep the maximum speed of all trains at 75 kmph.” Bad railway tracks are a big reasonRTI applicant Chandrashekhar Gaur, a resident of Madhya Pradesh, said that ‘the data received through RTI shows that the average speed of Vande Bharat trains was 84.48 in 2020-21, which decreased to 81.38 kmph in 2022-23. In 2023-24, it got worse to 76.25.’ Vande Bharat, launched on February 15, 2019, is a semi-high speed train that can run at a maximum speed of 160 kmph. However, due to poor rail tracks, it cannot go more than 130 kmph anywhere in the country except the Delhi-Agra route. This railway line has been awaited for 28 years, work will be completed in 2 years, devotees of Char Dham will get a big gift Efforts to upgrade railway tracksAnother railway official said that ‘There are some tracks between Delhi and Agra which were developed in 2016 for India’s first semi-high speed train Gatiman Express, which will run at a speed of 160 kmph. Vande Bharat also runs at a speed of 160 kmph only on those tracks. At other places, its maximum speed is 130 or less.’ He said that the railways is upgrading the tracks to meet the speed requirements of Vande Bharat and due to these reasons, caution is being exercised at many places.
