Why you are not winning bids (part 1) Most Requests to bid are sent as a Double Envelope Tender. That means, it's made up of both technical (TITT) and commercial (CITT) bids. While most IOCs have their internal bidding platforms, bid/requests exceeding their internal threshold are done in join partnership with NUIMS via the NIPEX platform. Why you may have completed an excellent analysis and computation with your prices and commercials in general, if you are not technically qualified, your commercial submission will not be reviewed. My first experience in a technical evaluation was in 2019 for fuel operations (supply of AGO, DPK, ATK, PMS, LPG). This exercise was in conjunction with my client department and our external partners NUIMS (formally NAPIMS). It took 3 weeks to complete evaluating over a hundred bid submissions. To my surprise, less than 20% of the bidders passed the technical evaluation. Here are some of my observations; 1. Incomplete Documents and submission. 2. Unsigned MOUs 3. Undefined MoUs (An MoU has to clearly state its purpose e.g MoU signed for tanker usage or for use of storage facilities) 4. Expired Certificates. For example an expired NUPRC certificate (formerly DPR) is most time a fatal flaw. If you are processing a new one and the original copy is not yet available, state it and attach the receipt. What you should do differently, 1. Organize your documents as stated in the technical bid Questionnaire. 2. Double check to ensure you submitted the right documents. There may not be room for clarification. 3. Ensure all MoUs clearly highlight what it entails. For example if you submit a generic MOU showing you are a partner with another supplier but does not clearly state the area of partnership (e.g partnership for use of storage facilities), that MOU may be deemed invalid 4. Early preparation is required. If you have intentions to participate in a bid, start putting documents and securing partnerships early. Bids are usually for a duration. The time allocated to that bid event may not be long enough for you to get those documents if you start when the TITT is sent. 5. Genel Energy Annual Report 2023 2023 was dominated by the suspension of the Iraq-Türkiye pipeline in March, which at present has cut off our route to the export market. Production was temporarily shut in across our assets, prior to us working with partners to generate cash from local sales in the second half of the year. This unsurprisingly resulted in a material negative impact on our performance in the year. However, our ongoing focus on resilience, something that is a core part of our business model, and reshaping of the business has positioned us well to move forward from this significant setback. The reopening of the export route, with a stable and predictable payment environment, is one of the numerous catalysts that we can see ahead in 2024. We are reviewing all options relating to the $107 million that is still owed for past exports, the repayment of which would help to further strengthen our balance sheet and boost cash generation. Miran and Bina Bawi arbitration progressing The Company has committed significant senior management time to the arbitration relating to the Miran and Bina Bawi PSCs. As a reminder, our position is that the KRG’s termination of the Bina Bawi and Miran licences in December 2021 was repudiatory and caused us significant losses. By way of reference, we have spent over $1.4 billion acquiring and attempting development of these assets, both as operator and non-operator up to the termination of both PSCs in December 2021. The two-week hearing (including factual and expert evidence) was held in London as scheduled and ended on 1 March 2024. The timing of the result is uncertain, but is expected by the end of 2024 following the Parties making closing written submissions in April 2024 and reply written submissions in May 2024. MY 2-CENTs (Applicable to the Nuclear Power Plants Construction in the U.S. in General and Nuclear Grade(QA-QC/ASME) in PARTICULAR) Two (2) Examples of Issue contributing to relatively Lower labor Productivity: (1) Too Low % Engineering Completion at Construction Start->Resulting in REdesign->Which in turn resulting in Site REwork (inefficient process). (2) Based on the Work "Sampling" Studies at Nuclear Construction Sites, ONLY about 1/3rd of the Craftsmen's Effort/Time seems was spent on, the DIRECT (Productive) work,!! Btw: Above Low Labor Productivity is not attributed to the highly Productive U.S. Work Force. #DATABASE(1970-2024)
