The EUIPO is really a role-model for many processes that simply work very well! Typically only a few days for determining possible absolute ground rejections after filing, the Cooling-Off-Period,... Other countries try to copy that (which in principle is a good thing) but then fail with the implementation. Example: Germany now also has a Cooling-Off-Period, but nobody uses it, because it is not automatic but only on request of both parties.
