Japan, EU launch defense and security tie-up amid mutual China concerns By Gabriel Dominguez and Francis Tang https://lnkd.in/dx4nBdGg The move is aimed at developing, deepening and strengthening cooperation and dialogue across all areas of security and defense, Foreign Minister Takeshi The new partnership was announced Friday in Tokyo by Foreign Minister Takeshi Iwaya and EU foreign policy chief Josep Borrell during the first-ever Japan-EU Foreign Ministers’ Strategic Dialogue, and is a move that experts say underlines their shared sense of urgency and threat perception amid overlapping concerns over a growing strategic alignment between China, Russia and North Korea. “As Japan and the EU face an increasingly challenging security environment, the aim is to develop, deepen and strengthen cooperation and dialogue across all areas of security and defense,” Iwaya said prior to the meeting, adding that the move “anticipates greater collaboration in fields such as maritime security, space, cybersecurity and hybrid threats, including foreign information manipulation and interference.” More concretely, the two sides aim to frame, streamline and enhance bilateral cooperation and dialogue on key areas. These include naval cooperation, such as joint training and capacity-building of other Indo-Pacific countries, finding ways to jointly counter terrorism and exploring potential avenues for joint initiatives in the defense industry, as they embrace the argument that the security of the Euro-Atlantic and Indo-Pacific regions are "inseparable." The comprehensive pact — the first-ever framework agreement between the two sides — will come into full effect from the start of next year, enabling closer political and economic consultation and coordination on a host of bilateral, regional and multilateral issues. The agreement establishes “a legal foundation for Japan, the EU, and EU member states ... to promote cooperation on issues of mutual concern, including global challenges across a broad range of fields, thereby strengthening the strategic partnership for the future," Iwaya said.
