The European Parliament and the Council of the European Union have reached a provisional agreement on the revision of the EU Regulation on the Classification, Labelling and Packaging of Chemical Substances and Mixtures (CLP, Regulation (EC) No 1272/2008). Among various updates, they finalised their position on the classification of More than One Constituent Substances (MOCS). This directly impacts natural products extracted from plants, including Essential Oils. The proposal states that the classification of MOCS should follow the same rules as mixtures when data on individual constituents is available for specific hazards. If any single constituent of MOCS in plant extracts were to be classified as carcinogenic, reprotoxic, mutagenic or as an endocrine disruptor under the revised CLP Regulation, then the harmful classification would extend to the entire substance. This would be irrespective of any data which points to the absence or lesser severity of these hazardous properties to the substance as a whole. That's why EFEO - European Federation of Essential Oils and IFEAT - The International Federation of Essential Oils and Aroma Trades are urgently calling on industry partners and associations, academic and independent experts to join us - to assemble the necessary expertise and data and to assist with financial support to continue this work so that the derogation from MOCS for plant extracts remains in its current form. We need your support to gather scientific evidence demonstrating that the whole is not always the sum of its parts when it comes to plant extracts. In its annual evaluation report published last May, the European Chemical Industry Council (Cefic) has revealed significant challenges within their action plan to improve REACH registration dossiers. With two-thirds of the evaluated dossiers exhibiting substantial information gaps, the findings highlight the urgent need for continuous updates and diligent regulatory compliance in the chemical industry. 📈 Report Highlights: • Out of 974 evaluations, the majority have shown significant gaps that require attention. • Nearly 4,000 substances have been reevaluated since 2019, with an ambitious goal to review over 5,200 by 2026. 🔜 Looking ahead, Cefic is committed to collaborating closely with ECHA and the 200+ signatory companies actively engaged in the action plan, to share findings and insights within the chemical industry. They aim to understand substance grouping intricacies and develop efficient testing strategies that enhance data generation for individual substances and categories, ultimately aiming to reduce reliance on animal testing.
