In the text, the authors discuss the changes brought by Ordinance GM/MS No. 4,472/24, highlighting the innovations and challenges that the new regulations for Productive Development Partnerships (PDPs) present. Despite the changes, some issues still need further clarification, especially regarding the perspective of the Federal Court of Accounts (TCU) and the effectiveness of the new proposal submission dynamics. With a greater focus on monitoring technology transfer and the inclusion of explicit sanctions, the new regulations aim to address previous criticisms, but their practical implementation will be crucial to determining their success.
