Ivano-Frankivsk is a regional centre in Western Ukraine with 240,000 inhabitants. Like many other Western Ukrainian cities, it has become a major hub for those fleeing the war and received 41,000 IDPs (Internally Displaced Persons), who are in immediate need of safe housing. Nefco's reconstruction of housing for IDPs -project will accommodate part of them. It was implemented under the “EU Support for Urgent Housing Needs for Internally Displaced Persons in Ukraine” action, funded by the European Union. The initiative provides accommodation in ten cities across Western and Central Ukraine, including Kivertsi, Chernivtsi, Chortkiv, Ivano-Frankivsk, Khmelnytskyi, Kovel, Lutsk, Rivne, Zolochiv, and Zviahel. Today, Ignitis gamyba took a significant step forward by signing an agreement that allows the company to increase the scale of its humanitarian aid to war-torn Ukraine. The company is giving away equipment from the Vilnius Third Combined Heat and Power Plant (Vilnius CHP 3), which will help rebuild the destroyed energy infrastructure in Ukraine. Urgent action is needed to address the dire situation, with millions facing hunger and displacement amid climate and conflict shocks. Donors must step up funding, prioritize quick and effective assistance, and ensure flexibility to adapt to evolving needs. A balanced approach across sectors is crucial. The EU’s new €50 billion Ukraine Facility has the potential to provide sustained economic support for the people of Ukraine in the coming years. However, if the proposed Facility is to prove truly effective, it is crucial that Ukrainian cities and municipalities are provided with the financial autonomy and technical assistance they need to rebuild sustainable infrastructure for local people. These were the messages expressed by local leaders and city networks at a recent meeting in the European Committee of the Regions, organised by Eurocities and The Council of European Municipalities and Regions (CEMR). 🌍 Understanding the Complexities of Conflict in the Democratic Republic of Congo 🌍 The Democratic Republic of Congo (DRC) continues to grapple with deep-rooted conflict, exacerbated by historical grievances and international influences. Recent violent clashes following disputed elections have intensified in eastern DRC, involving multiple armed groups like M23 and the Allied Democratic Forces (ADF). These groups, with ties to neighbouring countries and international affiliations, perpetuate a cycle of violence that has displaced over 7 million people and left millions food insecure. Despite efforts by international peacekeepers and regional agreements, the humanitarian crisis persists, underscoring the urgent need for sustainable solutions and support for affected communities. The region's vast mineral resources, crucial for global industries, add another layer of complexity to the conflict dynamics. 🛠️ How can Ukraine support the long-term recovery and development of its territories? Yesterday, Ukraine adopted comprehensive changes to its State Strategy for Regional Development 2021-2027, first published in 2020. Russia’s large-scale war of aggression against Ukraine has severely altered the trajectories, needs and development potential of regions across the country. The updated Strategy reflects the reconstruction and recovery needs of Ukraine’s communities. Designed to contribute to EU accession, it also identifies key development priorities, including restoring and improving essential public service delivery, integrating displaced people and supporting economic development. Building on 10 years of co-operation in the field of regional development, the OECD - OCDE worked with the Ukraine to update the Strategy. As part of the OECD-Ukraine Country Programme 2023-2027, we will continue working with Ukraine as it designs, implements, funds, and monitors and evaluates short-term reconstruction and longer-term recovery for its regions.
