On 1 May 2004, the EU expanded from 15 to 25 Member States. This was the EU’s largest and fifth enlargement. Ten new member states joined: Czechia, Estonia, Cyprus, Latvia, Lithuania, Hungary, Malta, Poland, Slovenia, and Slovakia. Last week, my colleague Ana Beatriz Ribeiro took a significant step toward her goal of engaging with Vietnam’s academic community by presenting our collaborative research at the "12th International Conference on Emerging Challenges: Sustainable Strategies in the Data-Driven Economy" (#ICECH2024), hosted by @Hanoi University of Science and Technology (#HUST, #ĐHBKHN, #ĐạihọcBáchKhoa, #BáchKhoaHàNội). Our paper, "Quadruple Helix in East Germany: Developing a Model to Analyze Rural-District Intermediaries’ Transformation as Facilitators in Social Innovation," examines how local intermediaries in rural East Germany can act as catalysts in regional innovation. Through the "EISR" project at the SEPT Competence Center, we aim to empower rural communities in Saxony and Saxony-Anhalt by supporting these intermediaries in transforming into service providers that directly address local needs, from talent development to infrastructure enhancements. The conference offered an incredible opportunity to exchange ideas with Vietnamese researchers and provided valuable insights that will shape our future work. It’s exciting to witness how global collaboration can enrich research aimed at sustainable development. Last week I got a little closer to my dream of teaching and spending time in Vietnam, even if only virtually for now. On 1 November, I had the pleasure of presenting remotely, at a Vietnamese conference, the paper "Quadruple Helix in East Germany: Developing a Model to Analyze Rural-District Intermediaries’ Transformation as Facilitators in Social Innovation." The "12th International Conference on Emerging Challenges: Sustainable Strategies in the Data-Driven Economy" (ICECH 2024) took place over two days in Thanh Hoa, Vietnam. It brought together a variety of themes ranging from data-driven economics and sustainable finance to strategic management and innovation. It was an enriching experience for me, having gotten direct insights from the research of Vietnamese scholars and the chance to answer their thought-provoking questions about my work. The paper, which I produced with input from my colleagues Pablo Andres Barriga Ortiz, Alireza Ansari, and Utz Dornberger, is connected to my ongoing research at the SEPT Competence Center. The "EISR" project I am coordinating deals with how organizations in rural districts in Saxony and Saxony-Anhalt can transform from cooperation spaces to providers of innovative services. The broader goal is for local communities in East Germany to benefit from an inclusive, participatory approach involving these organizations as intermediaries in competency development and resource distribution, directly addressing local needs for more skills and infrastructure.

🇪🇺 Europe goes Once Only - Finland edition 🇫🇮 We have been working with the EU Member States to implement the Once-Only Technical System (OOTS) since 2022… The OOTS will reduce the cost of mobility in the Single Market, administrative frictions and obstacles while imposing no additional obligations on citizens and businesses. It securely connects EU public authorities, so they can exchange official documents and data (“evidence”), at the request of citizens & businesses as part of cross-border administrative procedures e.g., when registering an address or vehicle or when moving abroad. So far, the Commission has organised seven large-scale testing events, bringing together around 1 000 experts from all Member States, with more than 500 participating on-site. We are now in a critical phase of implementing the OOTS. That is connecting the various organisations (population and vehicle registries, public bodies issuing permits, educational institutions and a range of other public bodies) who will actually exchange evidence through the OOTS. Today we are in Finland for a conference organised by the Finnish government KEHA-Centre with the support of the European Commission. This is the first Once Only regional event, inviting competent authorities from the Nordic and Baltic regions together who will all connect to the OOTS. This sort of regional event is key to make concrete and lasting progress in implementing the OOTS. Over 120 participants from 24 Member States have come to Helsinki. Our OOTS team in the Commission is here too of course and just as committed to making it a success! This first day was already very fruitful with interactive workshops for both Competent Authorities providing or requesting evidence and also with the national implementing teams. We are together defining how to get from the current baseline to refining priorities for 2025. Exciting times!
