I just came across this observation in a 1969 publication. Maybe this is an idea whose time has finally come? "Training any significant number of citizens, training organisations to assist and work with informal volunteer groups, preparing for accurate mass media coverage, and creating a centralised disaster communications system all require community planning and organisation in advance of the disaster."
