The Kentucky Health Information Data Sharing Project was designed and implemented to provide child welfare workers convenient access to the healthcare records of the foster children they serve. This case study from our research partner Westat describes the project, and how the responsible state agencies navigated the related privacy and confidentiality challenges, which included: • Determining when federal and state privacy laws allow child welfare workers access to the healthcare records. • Developing agreements to assure the agencies knew how the healthcare records should be protected. • Implementing controls to assure the child welfare workers used the records appropriately. https://buff.ly/42dlaPR #datasharing #privacy #dataprotection #childwelfare

During this #FosterCareAwarenessMonth, let’s take a look back at the Adoption and Safe Families Act (ASFA), one of the most significant pieces of child welfare legislation of the 20th century. Passed in 1997 with broad bipartisan support, ASFA prompted child welfare departments across the country to create and recalibrate services and processes toward facilitating reunification within a reasonable timeframe and, where reunification was not achieved, to facilitate placement of the child in stable kinship care or an adoptive home. Implementation has been uneven, however, and many states are failing to implement the key provisions of this law. In this article that NCFA published last fall, researcher and adoptee Abigail Lindner reviews the history that led up to ASFA and evaluates its impact.
