Pembina Institute recently released its All Together Now report, which is a comprehensive assessment of the state of climate action by governments across Canada. The report rates the existence and efficacy of climate measures being pursued by our provincial and federal governments. Today is World Environment Day 🌍 When the UK parliament signed the 2050 net-zero target, it was widely considered to be world-leading. However, there has been slow progress on delivery. There remain significant gaps in the plans to deliver net zero, with the Climate Change Committee (CCC) research indicating that is a lack of urgency in policy delivery to achieve this. IEMA sets out 3 policy recommendations to the government, looking into future homes standards, onshore wind and support for the transition to low-emission vehicles. We have written to the government to raise concerns about the Fast-track Approvals Bill, and how it affects the government's obligations to meet emissions budgets, targets and adapt to the effects of climate change. This Bill provides a new mechanism for infrastructure developments and projects to be rapidly consented. Where infrastructure approved under the Bill is prioritised in line with achieving the government’s stated emissions reduction goals, the Bill could remove impediments to the low emissions transition. If infrastructure and development projects instead support emissions intensive activities, these will make it more difficult to meet emissions budgets, put a greater burden of emission reductions on the rest of the economy, and could compromise adaptation options under the National Adaptation Plan. We reiterate that the selection of which projects are chosen to be fast tracked should be made in the context of achieving the country’s medium and long-term goals relating to climate change. Leo Mercer, Esin Serin and Anna Valero point out that reaching the next stage of net zero will be substantially harder than the achievements to date but early investment will bring opportunities. The briefing highlights that rapid growth in renewables means more than 40% of the UK’s electricity is now generated this way. But reaching net zero by 2050 will require a massive uptake of electric vehicles, heat pumps and efficiency upgrades in homes alongside an even faster scale-up of clean power. However, net zero investment will build resilience to potential future energy crises, allow innovative firms to serve growing markets for green products and services, and generate broader wellbeing benefits, such as cleaner air in UK cities. Breaking news: A new report from Nature Canada, Nature Québec, and Natural Resources Defense Council (NRDC) reveals that logging in Canada released 147 Mt of carbon dioxide in 2022—making it the third-largest emitter after oil and gas, and transport. This challenges the long-held belief that logging is a low-carbon or carbon-neutral industry. It’s time for the logging industry to be held accountable for its emissions. Federal and provincial governments should report the true carbon footprint of logging and implement a plan to reduce this sector's emissions. “While national governments set the targets, regional and local governments are often responsible for implementing them. Yet many countries lack the mechanisms to engage these critical actors in meaningful climate action. Without an effective bridge between national commitments and local implementation, progress will remain stalled. Noting a real opportunity to drive swift and tangible impact through the NDCs, the Coalition for High-Ambition Multilevel Partnerships for Climate Action was established at Cop28 to help set national targets in closer collaboration with subnational governments and close the emissions gap. Today, only 27 per cent of national pledges under the Paris Agreement include strong urban content, according to the UN-Habitat, the UN programme focused on human settlements and sustainable urban development. What’s more, cities, states and regions are ready to take action. With the right support and partnerships in place, subnational actors can simultaneously rapidly reduce up to 90 per cent of their emissions, and also create high-quality jobs and long-term prosperity. In the UAE, for example, the federal government is constantly engaging with subnational actors and private-sector stakeholders to enhance economy-wide participation and contributions to the UAE’s efforts to achieving net zero by 2050, through the Ministry of Climate Change and Environment’s National Dialogue on Climate Ambition initiative.” Dr. Nawal Al-Hosany clearly articulating the urgent need to better integrate national and subnational climate action - and the opportunity this provides for rapid and decisive action on emissions reductions and strengthening local resilience. Also great to see the UAE and IRENA going all in on accelerating the energy transition by helping developing countries build the technical capacities required to deliver on a just and equitable transition.
