The question of whether the European Union (EU) lacks democratic legitimacy has been debated since the European Economic Community era in the late 1970s. This debate partly led to the establishment of an elected European Parliament in 1979, which was granted the authority to approve or reject EU legislation. Over time, the term "democratic legitimacy" has come to encompass newer issues facing the EU. Voter turnout in European Parliament elections declined steadily from 1979 until it reached a low of 42.54% in 2014, before increasing in 2019. The 2014 turnout was significantly lower than the average turnout of 68% in national elections across the EU's 27 member states. Opinions differ on whether the EU has a democratic deficit and how it should be addressed if it exists. Some scholars argue that the EU's pluralistic structure, with its various checks and balances, makes it more constrained than any national polity, though no audits verify this legitimacy. The EU operates as an intergovernmental framework where democratically elected national governments negotiate. However, institutions like the European Commission and the Court of Justice are not subject to democratic contestation. Eurosceptics often argue for reducing the EU's powers and sometimes campaign for withdrawal from the EU. Recent proposals include the creation of a powerful European army, a common fiscal union, and a federal Europe. Critics argue that these moves would undermine national constitutions that took years to develop and whose protections cannot be easily replaced by an association of countries primarily focused on geopolitical goals rather than peace and prosperity.

Ramaphosa announces new cabinet – these are all the new ministers and deputies! After nearly two weeks of rigorous negotiations, President Cyril Ramaphosa has announced the composition of the Seventh administration’s National Executive in a late national address on 30 June, 2024. This was the longest it had taken for the newly sworn-in President to announce his Cabinet, taking 11 days since his inauguration on 19 June. Ramaphosa said that it took some time to ensure the “stability of the Cabinet,” and negotiations needed their time to ensure that the Cabinet best served the country. The Seventh administration is a different playing field from the previous administrations. For the first time in South Africa’s democratic history, no single party obtained an outright majority in the general elections, with the incumbent African National Congress (ANC) falling to around 40% of the vote. Thus, a co-governing agreement labeled the Government of National Unity (GNU) has been agreed to by 11 political parties represented in the National Assembly. The President had to constitute a Cabinet that juggled the wants of the ANC, its alliance partners, and members of the GNU. Because of this juggling act, the President also reconfigured the Cabinet, saying that he could not reduce the size of the National Executive if he wanted to include the parties that he did. #southafrica #government https://lnkd.in/d3Zw7FHj

The National List, introduced in the 1978 Constitution by President J.R. Jayewardene, had a unique purpose: to bring experts and skilled professionals into Parliament who might not be electable through traditional means. It was designed to ensure that specialists, technocrats, and prominent figures with valuable insights could still contribute to national policy-making. The idea was to raise the quality of the legislature by incorporating diverse expertise, complementing the work of directly elected representatives.
