In their new CNAS report "Integration for Innovation: A Report of the CNAS Defense Technology Task Force," Michael A. Brown, Ellen Lord, Andrew Metrick, and Robert Work identify 7 factors necessary for a defense innovation initiative to succeed at speed and scale: 1. Senior Leader Support: Leadership within government and industry must create a supportive culture with appropriate resourcing and the necessary talent. 2. Empowered Product Team: Employ delegated authority to combine operators, technologists, engineers, acquisition professionals, security experts, and budgeteers with team leadership. 3. Defined Problem Statement: A concise statement of what problem is going to be solved in the context of a larger mission and overarching strategic guidance 4. Iteration with End-User Feedback: Utilizing a DevAcqOps approach focused on modular systems and open architectures results in shortened timelines, creates feedback mechanisms, and improves customer outcomes. 5. Acquisition Tradecraft: The know-how of contracting vehicles and acquisition tools to repeatably streamline the DoD acquisition system with tailored approaches that result in an effective acquisition outcome. 6. Identified Transition Partner: Deploying an innovative capability to warfighters requires movement from development to acquisition and sustainment with a transition partner. 7. Consistent Funding: Consistent funding represents buy-in both from broader Departmental budget offices and Congress. This is the ultimate form of stakeholder consensus. I applaud the Dept creating and publishing this strategy. Safe, secure, effective, and reliable IT infrastructure is absolutely required to achieve Combined Joint All Domain Command and Control (CJADC2). I believe that those with the right data and information at the right time, ahead of adversaries, will win in the future. They will win day to day, in crisis, and in conflict. Being able to operate inside of your adversaries Observe, Orient, Decide, and Act loop (OODA) is foundational to warfare. Day to day being able to operate inside of an adversaries OODA loop creates doubt in the mind of adversaries about their ability to achieve their desired effects. Doubt is critical for deterrence. Same can be said in crisis. In conflict, it will enable defeat options. Foundational infrastructure, such as our own IT infrastructure, is crucial to enable future warfare (deter and defeat) which will be data and information driven. Unfortunately, foundational infrastructure has been a "bill payer" for many years. It's hard to fund things that are not tangible ... not a bright and shiny object on the ramp to appease constituents. Now is the time to pay the bill. Strategies should drive action and resources. Unfortunately, there's a history of having great strategies without action and resources. The words of the strategy must be incorporated into Defense Planning Guidance and adhered to. Without foundational infrastructure investment, CJADC2 and our ability to deter and win will be challenged.

Announced by Young Bang, principal deputy assistant secretary of ASA (ALT), the policy focuses on transparency, listing software components and their supply chain relationships to mitigate risks. This new initiative builds on the Army’s modern software and digital engineering directives, accelerating the delivery of critical capabilities to soldiers.
