🌐 New Resource Alert: FEMA’s Guide for Equitable Post-Disaster Recovery 🌐 It is a foundational tenet that all disasters and initial disaster response are local. As disasters scale and draw on the ever-expanding support and resource infrastructure defined by the National Response Framework, the responsibility for equity also scales. To that end, all levels of disaster response and recovery have an important role in ensuring equity. FEMA’s recent publication of the Guide for Equitable Post-Disaster Recovery is designed to support State and Local government agencies in continuing to weave equity into the fabric of their plans, projects, responses, and recovery efforts. Notably, FEMA’s guide is one more step toward building equity prior to disasters happening by building in resilience through the recovery phase. 🔍 Why This Matters: Accessibility in Action: The guide provides concrete steps to ensure recovery plans reach and include diverse populations, focusing on the needs of underserved communities. 🔥 🌬 Poor air quality, poor health outcomes, and poverty are a well-established cycle (see asthma rates in the Bronx). Expect that people who can afford the clean-air premium to move (at least seasonally), while people who cannot afford to move are left in places with terrible air quality for months of the year and worsened health. 👉 The Commonwealth data: Workers who are Black, Latinx, and/or women with dependents are disproportionately impacted by climate change and face more challenges to their financial well-being that will make it harder for them to achieve and maintain financial stability. The 2021 American Rescue Plan Act provided $350 billion to state and local governments to pilot new interventions to tackle the country’s most critical issues and collect evidence on how well their solutions perform. Governments have until the end of this year to decide how remaining ARPA funds will be spent (and until 2026 to spend the funds). Now is the time for local governments to use this funding to set up evaluations of key programs and policies made possible by ARPA. King County in Washington has ambitious goals to advance equity and reduce climate impact. Existing data shows that fossil fuel use in residents’ homes is one of the region’s biggest contributors to climate change. To address both climate and equity goals, the county wants to ensure all households can convert aging fossil-fuel home heating to more effective and cleaner alternatives. King County currently offers a program that provides fully subsidized heat pump installations to low-income homeowners. New heat pumps not only replace oil or aging heating systems, which leads to increased energy efficiency in the home, but they also provide home cooling in a warming region where households with lower incomes tend to lack air conditioning. The frequency of extremely hot days (above 94°F) is increasing in Florida. On average, the state is projected to experience about 57 to 93 extremely hot days per year by 2050. This trend has already led to an 88% increase in heat-related mortality in the state. Florida Immigrant Coalition (FLIC)'s initiative, From the Roots: A Climate Justice Campaign, is paving the way for pro-climate consciousness, capacity, and connection in Floridian communities. By broadening their efforts to expand climate programming and collaborating directly with impacted community members, FLIC is leading the charge in developing emergency heat impact plans and providing mini grants to grassroots partners.
