How old of an emergency manager are you? Below are few things that were a little different when I started in this field. Please share any I missed - Preparedness/Planning: Capability Assessment Readiness (CAR) was the tool in use. - Mitigation Project Impact was a new program. - The exercise guiding document was originally called JEEP and was developed by the Department of Justice. Someone replaced the J with HS, and renamed it HSEEP. - Phases of Emergency Management: There were only four phases (and I believe there still are only four, with prevention addressed in mitigation and preparedness). I stand by this and challenge anyone to prove me wrong. - Communications: We used pagers (not beepers). The only way to page someone was from a radio console, and you had to find a pay phone to return the page. Beepers came later. - FEMA had Disaster Assistance Employees (DAE)not reservists. - The FEMA director was a standalone cabinet-level position (and it still should be, in my opinion). - FEMA had Disaster Field Offices (DFO) after a disaster, not Joint Field Offices (JFO). - ICS started from FIRESCOPE in California. Each discipline then modified it to their liking, which defeated the purpose and necessitated the adoption of NIMS ICS. - Radios were HF and VHF, with no nationwide mutual aid channels and non-trunked systems. 800 MHz was for cell phone frequencies. Your options were either simplex or repeater, that's it. - GPS units were rare and expensive the military was still utilizing Selective Availability so they were much less accurate. - Damage assessments involved using a paper map, (county, Chamber of Comerce or whatever you could find) highlighters and imagination.
