We are all gearing up for Breakbulk Rotterdam. One vip matter I believe we should focus on besides networking, meeting and shaking hands is: - Status of the customer service offered by many of the shipowners, here I particularly think of: - slow responses in both giving rates or being unable to provide a personal service but just referring to website - telling that project cargo on partner vessels can be arranged without problems - which often is NOT the case and shipments are delayed. Shipplanning is in the hands of vessel owner. Why not be up front with the fact that in case of partnerships then actual sailing is NOT weekly but say bi-weekly for OOG - customer protection. A freight forwarder books a shipment to the line, what is the declared policy of the line officially and what is the actual policy afterwards - dealing with arrogance. As chairman of 2 networks with 300 members and a newsletter reaching 40,000 every month I am privy to a lot of such comments. Let's address it head-on ! Digital bunkering In Jul 2023, IMO formally confirmed that bunker deliver notes (BDNs) are acceptable in either hard copy or digital form (MEPC.1/Circ.795/Rev.8 - Unified interpretations to MARPOL Annex VI). Singapore will be the first port globally to implement digital bunkering at scale for all bunker operations, according to the Maritime and Port Authority of Singapore. The world’s largest bunkering event, SIBCON, is underway in Singapore, the dominant global bunkering hub, with delegates getting an idea of how this part of the shipping business is about to get the digital treatment. From April 1, 2025, all bunker suppliers will be required to provide digital bunkering services and issue electronic bunker delivery notes (e-BDNs) as a default. This announcement follows pilots conducted since last November with bunker suppliers, including the top 10 bunker players, in Singapore. “The digital bunkering process allows for efficient data sharing between bunker buyers and suppliers, which will help expedite administrative processes, improve accountability, ensure compliance with regulations, reduce the potential for errors, and support early detection of fraudulent activities,” the Maritime and Port Authority of Singapore (MPA) stated in a release today. Singapore is by a very considerable distance the world’s premium bunkering hub. Singapore's Bunkering Industry to Undergo Digital Overhaul: Mandatory Digitalization to Take Effect from April 2024. Singapore is taking the lead in digitalizing the bunkering industry with the announcement that it will be the first port globally to implement digital bunkering at scale for all bunkering operations. Dr. Amy Khor, Senior Transport Minister, (Ministry of Transport, Singapore) revealed this groundbreaking news at the SIBCON GmbH event, the world's largest bunkering conference, currently underway in Singapore. As of April 1, 2025, all bunker suppliers will be required to provide digital bunkering services and issue electronic bunker delivery notes (e-BDNs) as the default standard.This move follows successful pilot programs conducted with top bunker suppliers in Singapore since last November. The Maritime and Port Authority of Singapore (MPA) has been working towards digitalizing bunkering processes, aiming to improve efficiency, increase transparency, and enhance crew safety. The implementation of digital bunkering solutions is expected to streamline operations, automate routine tasks, and provide greater visibility on operations.
