New challenges in the ILA contract negotiations? The recent settlement between the International Longshoremen's Association (ILA) and the South Carolina Port Authority raises concerns about the stability of the supply chain. The agreement allows the opening of the Hugh K Leatherman automated marine terminal, which is positive. However, there are worries about its impact on other ports and the ILA, especially considering the stalled labor contract negotiations and the September 30th deadline. The disagreement between the SC Port Authority and the ILA centered around the "hybrid work model" involving the ILA and the Terminal Operator. The settlement effectively ended this hybrid model, granting all working rights to the ILA. The lingering issue is how this might impact the Ports of Savannah and Wilmington, which also use a similar hybrid working model allowing both Union and Non-Union workers. It is uncertain whether this will become a significant point of contention in the upcoming East Coast ILA negotiations, which are currently on hold. In the event of an East Coast strike, there is essentially only one viable option. The Great Lakes ports lack capacity, and although Prince Rupert has capacity, there are potential labor issues with rail service. The Mexican ports offer limited rail options, mainly into Dallas, TX, but face ongoing service delays. The only secure option with a long-term labor contract and capacity for significant volume is the Ports of Los Angeles and Long Beach. With Southern California's increased warehousing capacity and 2019-level freight rates for rail and truck lanes East, it becomes the most viable option. Regardless of the option chosen to ensure product availability, having a well-defined plan is crucial. With the September 30th ILA contract deadline drawing nearer, it is imperative not to delay any further. Aside from the ILA’s contract negotiations, other significant issues are plaguing the supply chain. Many Asian ports are grappling with a major backlog of ships and freight due to the shortage of empty containers, primarily caused by disruptions in the ports of the Black Sea and the Suez and Panama Canals. It doesn't seem likely that these issues will be resolved quickly. However, the uncertainty surrounding the ILA's contract negotiations and their potential impact on the supply chain is a pressing concern that requires constant monitoring.
