The newly signed MoU facilitates and paves the way for more detailed technical support and consultation services. Managing Spent Nuclear Fuel: What is Consent-Based Siting? Consent-based siting is an approach to siting facilities that focuses on the needs and concerns of people and communities. Communities participate in the siting process by working carefully through a series of phases and steps with the Department (as the implementing organization). Each step and phase helps a community determine whether and how hosting a facility to manage spent nuclear fuel is aligned to the community’s goals. By its nature, a consent-based siting process must be flexible, adaptive, and responsive to community concerns. France has officially submitted its eighth national report to the International Atomic Energy Agency (IAEA) as part of the upcoming review meeting for the Joint Convention on the Safety of Spent Fuel Management and Safety of Radioactive Waste Management, set to take place from March 17-28, 2025, in Vienna. This report details France's responsible management of nuclear spent fuel and waste, and compliance with the Convention's obligations, updates on regulatory frameworks. The report involves contributions from key French nuclear agencies and stakeholders, aiming for a comprehensive peer review with other Contracting Parties. In July DOE, with the assistance of the Energy Communities Alliance (ECA), is moving forward with plans for a Consolidated Federal Interim Storage facility (CFIS). ECA brought together over sixty state legislators, local government officials, Tribal members, federal officials, nuclear industry leaders and experts to discuss "Building a Business Case and Identifying Economic Opportunities for Consent-Based Siting.” This effort is significant in determining a workable approach for storing discharged nuclear fuel storage.
