This was a competitive acquisition with two responses received. These are five-year contracts with no option periods. Location of performance is New York, with an April 14, 2029, ordering period end date. Using customers are #Army, #MarineCorps, #NationalGuard, and Western and Eastern Upper New York #schools and #reservations. Type of appropriation is fiscal 2024 through 2029 defense working capital funds. The contracting agency is the #DefenseLogisticsAgency Troop Support, #Philadelphia, #Pennsylvania.

It’s Friday, so time for another pint, pub and book post. The pint is the Best Bitter from Batham’s Brewery, near Dudley in the West Midlands. The pub is the Tamworth Tap - the delightful tap room attached to the Tamworth Brewery in Tamworth, Staffordshire visited on a leg of my annual walking pilgrimage to Canterbury (of which more may be written in the future). The book is John Buckley’s “Monty’s Men” - a very comprehensive history of British Army operations in Northwest Europe from D-Day to VE-Day. It seemed like an appropriate book to pluck off my very amply stocked “to-be-read”shelves in the wake of the recent 80th anniversary of D-Day. It’s a work of solid military history - more academic than popular history I would say - but still highly readable. What really struck me is that British commanders were presented with two strategic goals. The first was that Britain needed to “punch above its weight” by being seen to be a full contributor to allied efforts as the full effects of the US as the famous “arsenal of democracy” were felt on the battlefield. The second was that the British Army needed to remain sufficiently intact and capable to ensure that Britain maintained its place at the top table in the post-war geopolitical environment (and, potentially, to shift to fighting in Asia when the war in Europe was over). At times, these strategic objectives conflicted - how do you engage fully when your army has less capacity to take casualties? That’s the line that Buckley weaves through his narrative as he argues that, in some cases, Montgomery succeeded in these efforts and, in others (e.g. Operation Market Garden) he failed. Which leads to interesting parallels for today. What is the UK’s grand strategy? What are the overriding objectives that inform all aspects of policy relating to national security? For that matter, what is the grand strategy of the US, Canada, NATO, France, etc, etc? In all aspects of defence and security policy - from realigning economies to writing foreign investment review laws to implementing defence spending increases - we seem to be making it up as we go along. That’s not strategy. At best, that’s tactical. At worst, it’s negligent. So there you go - a pub, a pint, a book and some things to think about for the weekend…
