Ad-hoc payments have been a BIG DEAL from 2018 - playing a much larger role in the farm safety net (in terms of expenditure) than Title 1 programs (ARC & PLC). Will there be more ad-hoc payments authorized in 2024 and will ad-hoc payments be more regular feature of the farm safety net moving forward? There are definitely some trade-offs, as well as bugdet/political realities to consider. Great report on ad-hoc payments from 2017-22 by USDA Economic Research Service Katherine Baldwin, Dylan Turner, and Francis Tsiboe - a must-read indeed.
Ad hoc producer assistance programs accounted for an increasing share of Government support to agricultural producers in recent years, reaching $21.3 billion in fiscal year 2021, or 42% of all budgetary support to producers that year. Learn more: https://lnkd.in/gFxSPDfJ
