Aaron Studwell, Ph.D. reports for Industrial Info Resources that as of 5 PM ET, Hurricane Milton had maximum sustained winds of 120 mph with gusts over 170 mph. It’s about 60 miles SW of Sarasota, while moving NE at 17 mph. A slight easterly nudge is forecast prior to landfall, which will bring Milton onshore in the Bradenton/Sarasota area later this evening. Strong vertical wind shear continues to impact both Milton’s structure and intensity. Recent Air Force recon data shows the eye is now open to the southwest, which will be evident in associated radar imagery. Tropical storm force winds extend as far as 275 miles from the eye, while hurricane force winds will extend 40 miles from the eye. Rainfall totals are expected in the 10-15” range with isolated totals of 20”. The tornadic risk has already started – a tornado watch is in effect for central and southern portions of the Florida peninsula, generally south of a line from Tampa to Melbourne. There is also a threat of significant storm surge for areas south of Crystal River, FL. With its current forecast strength of Cat 3, and potentially stronger, at landfall, storm surge over 15-20 feet is possible near and south of the landfall point. Industrial Info is tracking progress at more than 980 operational plants in the area to be affected by Milton most severely, the bulk of which are in the Power, Industrial Manufacturing and Food & Beverage industries. Industrial Info also is tracking 78 plants in the area that are planned, engineered or under construction. Aaron Studwell, Ph.D. writing for IIR Energy reports that over the past 24 hours, the National Hurricane Center has increased the likelihood for a tropical low to develop over the western Caribbean Sea and moving into the southeastern Gulf of Mexico to 40%. These advisories are solely model-driven at this point. However, they are not without merit. Conditions are and will remain favorable over the weekend, which will increase the risk of tropical development. Forecast guidance indicates the low will develop early next week and move into the Gulf of Mexico by midweek. Regarding the long-term outlook for this potential system, there is little consensus with potential impacts ranging from Tampico to Tallahassee. Intensification is just as uncertain with some guidance indicating a Category 4 over the central Gulf of Mexico. Tropical Storm Francine Expected to Intensify Along U.S. Gulf Coast, a Weather Impact Update by Industrial Info Resources A weather disturbance in the Gulf of Mexico intensified into Tropical Storm Francine Monday morning but its impact to offshore oil and gas operations is expected to be minimal. The storm will churn through the western portions of the Gulf of Mexico and will likely miss the deepwater production operations further south and east. It is expected that platforms operated by Arena Energy, LLC, Oxy, Talos, QuarterNorth Energy, ExxonMobil and Shell will potentially see impacts to onsite personnel and potentially production over the next 24 hours. However, the storm’s potential landfall in Louisiana later this week could have an impact on onshore operations that would cause producers to curtail offshore production. If gas processing plants or onshore pipeline assets have to shut down due to flooding or power outages, those platforms not directly impacted by the storm but are connected to those impacted onshore facilities will have to reduce or shut in production until the onshore assets are safely brought back into service. As of 10 am Central Time, Francine was located about 245 miles south-southeast of the Rio Grande River and about 480 miles south of Cameron, Louisiana, according to the National Hurricane Center. Watches/Warnings A Storm Surge Watch is in effect for High Island, Texas to the Mississippi/Alabama Border, Vermilion Bay, Lake Maurepas, and Lake Pontchartrain. Storm surge of 6-10 feet is forecast for the central Louisiana coast. A Tropical Storm Watch is in effect for Barra del Tordo, MX to the Mouth of the Rio Grande, Mouth of the Rio Grande to Port Mansfield, TX, east of High Island, TX to Cameron, LA, west of Grand Isle, LA to Mouth of the Pearl River, Lake Pontchartrain, and Lake Maurepas A Hurricane Watch in in effect for the Louisiana coast from Cameron eastward to Grand Isle Aaron Studwell, Ph.D. writes for IIR that, "While there is consensus on the landfall location, there are some questions about future intensification. Official NHC guidance indicates that Francine will max out as a Category 1 hurricane (75 kts/85 mph). Global forecast guidance indicate that the strong vertical wind shear currently seen across the northern Gulf could continue to be negative factor (for the storm) as Francine approaches the coast midweek. However, experimental intensity models show this system reaching Category 2 strength prior to landfall. This will continue to be monitored."
