This is a metaphor for all things water. When everything is working well it is hard to invest in renewal or resiliency. However that is exactly when you should. The best time to plant a tree was 30 years ago. The second best time is today. Don't wait until you really need a tree.

To cope with potential water scarcity, these cities must become more resilient. This requires increased investment in nature-based solutions and improvements to wetlands, watersheds, and river basins.
