This article nicely summarizes the struggles that the space industry has been facing, especially regarding supply chain issues and end-customer demands. It provides an insightful overview, pointing out many surface-level challenges and serving as an excellent resource for anyone looking to deepen their understanding of the sector. I've primarily focused on transitioning from "a few large, complex satellites" to "larger quantities of smaller, cheaper spacecraft." Of course, this transition for companies hasn’t been easy; it has exposed some systemic weaknesses within the industry. The traditional companies, steeped in older methodologies, often struggle more with this transition compared to newer companies that were designed to operate under these evolving paradigms. Yet, both face significant hurdles. The industry’s pursuit of contracts that emphasize "speed and technical maturity" are at odds with the “new space” mentality of producing more affordable spacecraft. Achieving technical maturity is not easy when a critical benchmark is successful spaceflight. That doesn’t happen without significant investment, and you don’t move fast without making mistakes. So then, how do you make cheaper spacecraft? These dynamics suggest that finding ways to efficiently produce cost-effective spacecraft without compromising on speed or technical prowess remains the 'holy grail' of our industry. The journey toward this goal continues to be as challenging as it is fascinating, and I am personally thrilled to be a part of this wild ride!

Happy Friday! This week brings lots of news out of Sea-Air-Space. SECNAV Carlos Del Toro announced plans to address the devastating findings from the shipbuilding assessment released last week. That includes looking at root causes of supply chain delays for critical materials and borrowing processes from foreign shipyards--in particular, South Korea. Del Toro also announced the release of the Naval Science and Technology Strategy, which aims to cultivate groundbreaking scientific research and accelerate delivery of technological innovation to the Navy and Marine Corps. The NPS team had a strong presence at Sea-Air-Space, with the biggest story being the announcement of a memorandum of understanding between NPS and DIU. Other NPS showings at Sea-Air-Space: connecting with young future innovators with hands-on activities at the STEM expo on Sunday, and participation from NPS President VADM (Ret.) Ann Rondeau on panels on wargaming and additive manufacturing. The Space Force released its commercial space strategy, following last week's release of the DoD commercial space integration strategy. DIU released its State of the Space Industrial Base report, which among other things calls for multiyear procurement, agile policymaking, sustained funding, and an end to continuing resolutions. For the first time, the report includes feedback from allies representing 17 partner nations collected during a workshop held at NPS last May. It calls out challenges with contracting: "Acquisition and contracting remain poorly suited to purchasing data as a service." DoD announced the creation of the Transition Tracking Action Group, an initiative to understand the valley of death from Dr. Heidi Shyu, Under Secretary of Defense for Research and Engineering -- and one of our keynote speakers at the symposium. Our top story brings the latest leak about the capabilities Replicator is seeking to develop: anti-drone technology, with Anduril identified as providing one of the systems. And in research, NDIA has released its annual Vital Signs analysis of the defense industrial base. It finds that despite calls for increased speed in delivering warfighting capabilities, defense contractors continue to face increasing regulatory burdens. Another Friday, another newsletter. This week we celebrate the passage of the long-awaited National Security Supplemental, which authorizes $60 billion in supplies to Ukraine via drawdown authority and replenishment of U.S. stockpiles, and provides both support for Israel and humanitarian assistance to Gaza. The $95 billion total does not count toward limits imposed by the Fiscal Responsibility Act. Today, the Ukraine Defense Contact Group will meet for the 21st time as this new wave of support moves out, bringing together the 50 countries supporting Ukraine's defense efforts. This follows last week's meeting of the National Armaments Directors, co-chaired by Bill LaPlante. Bill LaPlante and Heidi Shyu spoke at the Global Security Forum. In sharing success stories, both noted the increase in international collaboration to co-develop and co-produce warfighting capabilities, as is happening in efforts like AUKUS and those to support Ukraine. Shyu also discussed in broad terms some of the latest innovative tech developments coming out of her office, to include high-powered microwaves, systems to counter hypersonics, and the ability to triple the range of 155 mm artillery rounds. We can't wait to hear LaPlante and Shyu speak together on the second day of the symposium! We expect to hear more about how their two offices are collaborating to fund, develop, and deliver both new technologies and essential warfighting tools such as ammunition. In other acquisition news, Anduril announced last week that it fielded a prototype unmanned underwater vehicle in Australia – early and under budget, a feat that it says could not have happened in coordination with the U.S. Navy. Anduril is also one of the two companies to receive a contract to continue developing drones for the Air Force's collaborative combat aircraft program. General Atomics is the other contractor working to develop production-representative test aircraft. In an effort to increase the speed of shipbuilding, SECNAV Carlos Del Toro is considering having portions of Navy ships built at foreign shipyards, notably the highly efficient ones in South Korea. In the category of research and innovation, the National Science Foundation is expanding its Convergence Accelerator program with 10 regional hubs of innovation. Our top story brings news of a bill moving through the House with the goal of requiring plain language in contracting. In this week's newsletter:  the effort to increase munitions industrial capacity is finally starting to bear fruit. A new factory has opened in Texas in less than a year, with more facilities on the way. Plus more good news of industry partners creating useful technology for the Navy and DoD without waiting for requirements to direct them.  L3 Harris, for instance, has built unmanned surface vessels that have been used -- but not purchased -- by the Navy. L3Harris president Jon Rambeau suggests these and other sensing capabilities in development can be acquired through fee-for-service contracts or urgent operational needs statements. DIU has two new projects -- an emerging technology portfolio that will include other organizations such as DARPA. DIU has also awarded a contract to The Spaceport Company to develop a sea-based space launch platform. The Navy is working to take advantage of the new cybersecurity reciprocity guidance to build on Army successes in data analytics. Navy CIO Jane Rathbun shared that the Navy is also planning to update its Information Superiority Vision strategy this summer, with a focus on data management. Senator Wicker has released a plan to increase defense spending by $55 billion to address threats from Russia and the People's Republic of China. He wants to increase defense spending to 5% of GDP and argues that “the defense industrial base itself is a weapon,” with a need for a commensurate long-term investment. And in ARP news, we bid one more bittersweet farewell to Rear Admiral Jim Greene, NPS Acquisition Chair and Founder of ARP, who passed away in 2022. Greene was interred at Arlington National Cemetery last Monday, with full military honors. His service to the nation was also recognized with a notice in the Congressional Record. With the demand on the Navy’s fleet of warships continuing to rise, timely and efficient maintenance in support of an agile and fully operational fleet is an incredibly high stakes operation for the U.S. Navy – with clear national security implications. Technical advancements continue but this progress also amplifies the challenges that these innovations create – the rapid generation of volumes of data from automated analysis and AI can be overwhelming. This is especially true for the Navy, who in many cases has decades of collected data available.
