#CallforProposals 83468507, closing 16 August 2024: Enhancing Transparency Portal for the OCPO The Transparency, Integrity, and Accountability Programme (TIP) supports state and non-state actors to contribute towards the implementation of the National Anti-corruption Strategy (NACS) in a whole-of-government and societal manner. The TIP also provides capacity development for anti-corruption actors in the state, civil society, and the business sector. The Office of the Chief Procurement Officer (OCPO) has established a procurement portal and with the support of TIP, would like to enhance the features and operability of the portal. The TIP seeks to appoint a suitably qualified service provider to- ✔ Enhance the transparency dashboard to include more data sources including comparative analyses between budget, procurement planning, sourcing and spend data. ✔ Develop an interactive dashboard for an Open Contracting Data Standard (OCDS). ✔ Include a “story telling” concept in the display dashboards. ✔ Develop a procurement risk analysis functionality which will provide red flags for procurement anomalies and an early warning mechanism. ✔ Provide medium term support and maintenance of the current dashboard till the end of the contract and advise on long term maintenance requirements. GIZ invites eligible service providers with local presence in South Africa to participate in this tender. One of the key issues we focus on at the International Budget Partnership South Africa is the impact public procurement has on access to basic services in informal settlements in South Africa. In August Asivikelane community facilitators actively tried for 7 days to try and see how easy or how hard it is for community members to get access to the information about their procured basic services to know what, by whom, how and when their basic services should be delivered by private contractors appointed by their local municipalities through the public procurement process. Hey Everyone, a little info about the latest updates on #EUPublicProcurement , last year several significant developments have been shaping the EU public procurement landscape: 1. Full Deployment of the Public Procurement Data Space (PPDS): The PPDS, a centralized platform connecting EU public procurement data from various sources, is expected to be fully operational by 2025. This will streamline the process for businesses to find and bid on public contracts, while also providing contracting authorities with enhanced data management capabilities. 2. Further Expansion of E-Procurement: The EU continues to encourage the use of e-procurement tools and platforms to enhance efficiency and transparency in public procurement. In 2023, over 87% of EU public contracts above the EU thresholds were awarded through electronic means, highlighting the growing adoption of digital technologies in this domain. 3. Enhancement of Green Procurement Practices: Green procurement, which emphasizes environmental considerations in procurement decisions, is gaining traction in the EU. In 2023, over 39% of EU public contracts above the EU thresholds incorporated green procurement requirements, reflecting the EU's commitment to sustainability. 4. Support for Small and Medium-Sized Enterprises (SMEs): Recognizing the importance of SMEs in the EU economy, the Commission has implemented initiatives to facilitate their participation in public procurement. These initiatives include the SME Competitiveness Tool, which provides guidance and resources to help SMEs navigate the procurement process effectively. 5. Combating Fraud and Corruption: The EU is committed to safeguarding integrity in public procurement by combating fraud and corruption. In 2023, the Commission launched a new anti-corruption strategy for the public sector, emphasizing the importance of prevention, detection, and investigation.
