Exactly this. We cannot continue having taxpayers pay for the detrimental side-effects of a highly profitable chemical industry. And if we are to move towards a circular economy - hazardous chemicals cannot be part of it. As the market has failed to solve this voluntarily, we need regulation to step up.
Today, manufacturers profit from selling products containing hazardous substances – while the cost of cleaning up the mess is paid by the public purse. This is not only unfair and a waste of resources, but also a threat to the circular society. Most people want the cost of remediation to be borne by the manufacturer, our survey shows. This is also the core of the so-called polluter pays principle that underpins environmental legislation and policy in the EU. Still, the principle is far from being implemented in practice. To place responsibility where it belongs, we need to make manufacturers liable for the disposal of their products even before they are put on the market.
