Regional or local representatives of embassies or high commissions are known as the consular corps.
An attaché is normally an official, who serves either as a diplomat or as a member of the support staff, under the authority of an ambassador or other head of a diplomatic mission, mostly in intergovernmental organizations or international non-governmental organisations or agencies.

Consuls, however, were in a very real sense the heads of state. They commanded the army, convened and presided over the Senate and the popular assemblies and executed their decrees, and represented the state in foreign affairs.
