Children should not be able to access vaping products. The most effective means to ensure that vaping products are not sold to anyone under 18 is strict enforcement of the law, including the introduction of a robust and rigorously enforced licensing system under the recent Public Health Act 2023. Rigorous and active enforcement of the licensing system, with regular testing, and severe penalties for non-compliance, will dramatically limit the availability of vaping products to children, and substantially quell the black market.
