The first of two labor disruption threats for North America has come to fruition with Canada's two main railroads, Canadian Pacific and CN unable to reach a new labor deal with Teamsters Canada, resulting in the lock out of over 9,000 employees. Only the custodian of shipments can effectuate changes to identified exceptions ... and any change requires alternative options. My guess is that a lot of vessels will drop anchors ⚓ and await orders from their principals.
Fingers crossed this doesn't last long. I know of a lot of shippers who import into Canada and then use rail to get their goods to places in the U.S. midwest like Indianapolis. Hopefully shippers have already taken this risk into account and shifted their imports.
