Today the focus is the Enforcement Only Model.
This is generally used when the car park is for the specific benefit of a building or business, and the owner doesn’t want to charge for parking.
Think Residential areas, Supermarkets or Retail Parks.
The aim here is to provide parking for the residential owner or the customers of the business.
Unfortunately, pesky motorists are always looking for a free place to park.
I know I am guilty of parking in a Sainsbury’s car park, only to sneak off to the nearby Nandos for my Peri Peri fix. 🐔
One of our shareholders parks up in a B&Q car park, sets his 90 min timer on the phone and is off to Costa for a meeting! ☕
Possibly a minor issue for these large retailers, but make that the parking space for your flat, and someone has parked in your bay as you are close to the train station then you can see how it can become an issue. 😡
Generally the solution chosen is prevention via physical barriers 🚧 such as automatic gates, bollards and the like, but all of these solutions have an up front cost and an ongoing management, operation and maintenance cost so not ideal.
Often after a period the gate or bollard is broken and you are back to square one.
Alternatively you could partner with a parking operator who will install an ANPR camera on the site and start issuing PCNs to those who shouldn’t be parking there.
If you know who to talk to you can often get this for free, and if you are a very savvy negotiator, you may even be able to get a share of the PCN revenue.
While revenue may not be the driving force, the Enforcement Model provides a hands-off solution for tackling parking chaos on your property. It's about regaining control and ensuring a fair system for authorised users.
