Sobering Reading on the state of U.S. National Defense
This is a thoughtful report produced by senior leadership that is well worth reading in its entirety. Serious deficiencies in our defense procurement processes, inability to leverage private industry, and, personnel and readiness issues are identified. This, in a time of increased global threats.
Regarding the state of GPS development and our lack of an integrated PNT assurance plan, two quotes resonated with me:
“…in a national emergency, DoD will likely be called on for domestic missions, which could negatively affect readiness for warfighting missions.”
“….future conflict with a major power would likely involve attacks on the U.S. homeland, particularly cyberattacks on U.S. critical infrastructure, disinformation campaigns, and the possibility of kinetic strike. Because the large majority of critical infrastructure and information systems fall outside the direct purview of DoD, defense of the homeland requires effective integration and planning with other U.S. government departments and agencies, as well as with the private sector. To defend these assets and to enable deployment of U.S. forces and resources in a future conflict, the United States must invest in the resilience of its domestic critical infrastructure.”
A diversified portfolio of mutually reinforcing techniques to ensure PNT availability is needed, AND, it’s not all that hard. You just have to start implementing it, make sure it is funded for the long haul, and accept that nothing will be perfect.
