One of the barriers to the adoption of heat pumps and other low-carbon, energy-efficient technologies is listed buildings, and the planning restrictions surrounding them. But is all that about to change in 2024? On paper, yes. The UK Government is proposing to relax the need for the English tranche of the estimated 500,000 listed buildings in England and Wales to apply for permission to install heat pumps and photovoltaic (PV) panels. So will listed buildings now be able to install whatever energy-efficient technologies they like? It seems highly unlikely, given the huge quantity of objections to PV panels and heat pumps we currently encounter from planning authorities in historic areas of the country, so more detail is needed. Yes, they will always be a special consideration. They represent a tiny proportion of the buildings in the Uk. Ground source heat pumps may be solution, but they will have to be considerably over designed to take into account the poor fabric performance. Controls could be easily be hidden.
