California county assessors prepare annual assessment rolls consisting of all taxable property in their county. In many counties, 2024 roll values increased substantially compared to 2023: Contra Costa (up 4.17%), Los Angeles (up 4.85%), Orange (up 5.41%), Riverside (up 7.11%), San Diego (up 5.58%), San Francisco (up 2.12%), San Mateo (up 5.75%), and Santa Clara (up 5.39%). Good post, by Matt Poling. In the short run, the reduction in property tax assessment ratios seems like a win for businesses and homeowners, but a critical question remains: How will local governments make up for the potential revenue shortfalls? The bill aims to safeguard public services, but as property tax revenues decrease, will we see new fees or cuts in services down the line? Or will the legislature come back and undo this tax relief.

As the Office of Tax and Revenue in DC continues to grapple with dramatic declines in market values it is increasingly imperative to partner with seasoned professionals that understand the ins and outs of the assessment appeals process in the District. Property tax appeals must be presented in a clear, concise manner - in a way that empowers the assessor to do the right thing. Property assessors, like their private sector counterparts have stakeholders to whom they are accountable. Their supervisors will want to see a compelling case if reductions are to be made. The stacking of appeals at the Court Level is not a good strategy for producing the best results, particularly for those properties where cashflow is an issue.
