📢 The Department of Defense (DOD) has released a new Open Announcement through the Defense Industrial Base Consortium Other Transaction Authority(DIBC OTA) 📝 The DIBC OTA will accept unsolicited White Papers to be considered for Defense Production Act (DPA) Title III and Industrial Base Analysis and Sustainment (IBAS) funding. 🧑🏫 DIBC membership is free and is open to U.S. organizations as well as international partners from the United Kingdom (UK), Australia, and Canada. 📈 The Open Announcement will significantly accelerate the timeline to project award, which will bring critical capabilities to the industrial base faster. The U.S. National Defence Industrial Strategy advocates leveraging existing industry standards where applicable, (rather than operating in isolation and inventing new standards) as utilizing widely accepted industrial standards will facilitate and simplify integration and production efforts. It also advocates participating in standards setting-bodies, leading the development of international standards that facilitate interoperability.

While the DoD's National Defense Industrial Strategy (NDIS) does a great job identifying many causes for the U.S.'s industrial base issues, including some of DoD's acquisition practices, IMO, it does not cover this topic to the depth needed, and does not make the necessary recommendations that will prevent the wounds these decisions inflict. Acquisition decisions cannot be made in a vacuum without consideration of the effect they will have on the industrial base - but this happens over and over again and is the cause of many of the problems we see today. When surging OR reducing production quantities, there must be analysis to understand how it may affect suppliers. And keeping systems fielding for decades with no plans for technology refreshes leads to constant obsolescence issues that plague DoD and limit surge capability. These are just some of the topics that should be given more consideration when the implementation plan for the NDIS is being developed.

DIBC membership is free and is open to U.S. organizations as well as international partners from the United Kingdom (UK), Australia, and Canada. The FY24 National Defense Authorization Act designated the UK and Australia as domestic sources for DPA funds; Canada has been a domestic source since 1992. Earlier this month, the Department of Defense released its inaugural National Defense Industrial Strategy (NDIS), which will guide the Department's engagement, policy development, and investment in the industrial base over the next three to five years. Taking its lead from the National Defense Strategy (NDS), this strategy will catalyze generational change from the existing defense industrial base to a more robust, resilient, and dynamic modernized defense industrial ecosystem.
