Consistency is important. Our defense industrial base is critical to not only delivering capability for national security, but also supports our allies and partners. But our industrial base faces numerous challenges. One the biggest is a lack of consistency. Consistent and predictable budgets fund consistent contracts. A lack of consistency drives down trust and increases costs. But this isn’t just about dollars and bullets and gear. Lack of consistency is a direct threat to the workforce and harms industry’s ability to train and retain skilled talent. As we seek to modernize the joint force, build warfighting advantage, and support our allies and partners, we need to build capacity within our biggest strength - our skilled, innovative, and dedicated workforce. John Cockerill to acquire 𝗙𝗿𝗲𝗻𝗰𝗵 𝗰𝗼𝗺𝗽𝗮𝗻𝘆 𝗔𝗿𝗾𝘂𝘂𝘀 In a landmark move for the European defense industry, John Cockerill, a major supplier of light tank turrets, firing, and simulation systems, announces an exclusive agreement with the Volvo Group to acquire Arquus, a French major supplier of military vehicles. The deal is worth over EUR 300 million. This prospective acquisition contributes to strengthening cooperation between France and Belgium in a strategic sector. It also aims to strengthen the Group’s footprint in the worldwide land defense market and broaden its portfolio of solutions to include an extensive range of advanced, high-mobility wheeled military vehicles. This will allow the group to better serve land forces around the world, with the best level of quality and cost competitiveness in both light tank turrets and in military vehicles. The consolidated operations of John Cockerill Defense and Arquus are targeting an annual turnover of €1 billion and staffing of 2,000 professionals by 2026, with a worldwide presence and major operational bases in Belgium, France, Italy, India, and Saudi Arabia. This consolidation shall represent a major step in supporting industrially the tight coordination established for vehicle sourcing programs between the French and Belgian land forces. It also represents a major milestone in the creation of a European defense champion, uniquely positioned to meet the evolving needs of governments in Belgium, France, Germany and other partner countries. François Michel, CEO of the John Cockerill Group: "The expected acquisition of Arquus by John Cockerill is a transformative step for the European defense sector in the field of light tanks. The combined offer of light tank turrets and vehicles from John Cockerill Defense and Arquus will generate important synergies that will result in more innovative and more competitive vehicles to equip land forces around the world, starting in Belgium, France, and other partner countries." Volvo Group, on its side, announces that it has signed an option agreement with John Cockerill Defense which gives the Volvo Group the right to sell Arquus after mandatory consultations with staff representative bodies. The consultations are expected to be finalized in the first quarter of 2024. As a result of the option agreement, the Volvo Group's operating income will be negatively impacted by approximately SEK 900M in the fourth quarter of 2023. The Forging Industry Association is launching a new campaign to highlight the industry's critical role in supporting the defense industrial base and unveiling the results of a new survey by accounting firm Wipfli that shows significant untapped capacity to meet the Pentagon's urgent needs. Forged products are feeding the aerospace, automotive, space, mining, transportation, semiconductor, clean energy, medical, and construction industries. And when it comes to national security, these companies operate the furnaces, hammers, and presses that heat, shape and convert raw metals and alloys into the forgings that make up the backbone of our armed forces and those of our allies. Some big takeaways: 63% of forgers surveyed currently do work within the defense industry. On average they are operating at only 51% of available capacity. And it's even lower, or 41% utilization, for companies that are primarily doing defense work. “Washington is making historic investments in our technological edge to compete in this new era of great power competition. But the North American forging industry is at risk of being neglected – by a combination of inattention from government authorities, a stubborn myth that it lacks sufficient capacity to meet demand, and trade policies that hobble us and aid our adversaries," says FIA CEO Jim Warren. “There is ample untapped capacity to do additional work to support our armed forces," he added. "However, an overly cumbersome defense acquisition system and unpredictable material shortages stymies the nation’s ability to tap into the industry’s capacity, even as the Department of Defense’s needs are growing.” From Colin Demarest in Axios' Future of Defense newsletter today: "These guys make possible tanks, warships, aircraft, missiles and more. It would be wise to take heed, as resources win wars." The Forging Industry Association, headquartered in Cleveland, Ohio, represents 231 North American metal forging producers, suppliers, and service providers. Prior to the release of the DOD’s first-ever National Industrial Defense Strategy, NAC Executive Director Charlie Zisette authored an op-ed for Warrior Maven on ways to expand collaboration between industry and government partners to increase the capability, capacity, and resiliency of the defense industrial base. “The Pentagon and Congress should do everything in their power to support expanding the defense industrial base to build out our supply chains and access innovative technologies,” Zisette writes, “The time is now to act to ensure our warfighters have the decisive edge they need to dominate the battlefield of today and tomorrow.
