In light of all of the talk of the April 12 Superior Court ruling about correspondence schools, there has been a huge uptick in families seeking information about independently homeschooling. While the ruling doesn't directly affect independent homeschoolers, it does turn the eyes of the legislature toward this option. If you don't have an HSLDA membership, I encourage you to consider one. There are a couple of bills in the legislature attempting to remedy the unconstitutional wording from the April 12th ruling. SEVERAL in the legislature believe that some parts of these bills, such as state testing, will apply to independents. This is not the case! The wording of the bills does not change private school testing requirements nor does it change the compulsory education statute regarding homeschooling. These legislators are not familiar with the laws!! This is where APHEA comes in -- HSLDA is a national organization. APHEA is ALASKA. Many think APHEA is just the Convention organization. That's the part that gets the most attention. But they are also the front line organization that works to educate the legislators about our rights and a liaison between the legislature and HSLDA. WI public schools had $1.2 billion in unreimbursed special education costs in the 2022-23 school year. Taxpayers voted on over $1.6 billion in school referenda this spring. The two are closely related. In fact, DPI data shows that 63.8% of all operating referendum dollars sought this spring could be explained by unreimbursed special education costs. For these 16 districts, it was over 100%! We must fix special education funding in WI!

Mayor Vincent’s comments are as sad as they are insightful. With the impacts of Covid and the post-Covid economy, many communities are facing real problems with school maintenance. It’s really a problem with school funding generally. Virginia localities are required to pay more than their fair share. When Congress passed of the ADEA, they promised to fund 40% of the extra cost of special education. The feds have never kept that promise. This year, fed funding is around 16% of that cost. Meanwhile, Virginia has funded public education below the national average state funding per pupil for many years. Localities are left holding the bag. Year on year, local divisions plow their limited resources into classroom instruction, athletics & programs while deferring capital maintenance. Then everybody wonders why the schoolhouse roof leaks.

On March 23, the Further Consolidated Appropriations Act, 2024, was signed into law, providing full year funding for all federal agencies through September 30. Thanks to the work of PA faculty and students throughout the past year during in-person Hill Days and via PAEA’s Grassroots Action Network campaigns, funding legislation for FY24 included a number of victories for PA education in spite of an increasingly challenging fiscal environment. High points include an increase in mandatory funding for the National Health Service Corps scholarship and loan repayment programs, protection of Title VII health workforce investments administered by the Health Resources and Services Administration, and community project funding, which includes $1.8 million for Hawaii Pacific University to support the development of its PA program.
