ICMA - International Capital Market Association is pleased to announce that effective 1 July 2024, Andy Hill and Natalie Westerbarkey (LLM, MBA) will co-head ICMA’s Market Practice and Regulatory Policy (MPRP) team. Within this, Andy will lead our work on Market Practice and Natalie will lead on Public Policy and Advocacy.   Andy is currently Senior Director and Deputy Head of MPRP, with primary responsibility for the work on secondary markets and repo and collateral. Andy has authored numerous reports on bond and repo market structure and development, with a particular focus on regulatory, technological, and economic impacts on market liquidity and resilience. Prior to joining ICMA in 2014, Andy was a repo and money market trader for 18 years, 10 years of which he was an Executive Director at Goldman Sachs.   Natalie brings extensive buyside, sellside and cross-regional experience policy experience to ICMA with around 25 years of financial services industry experience. She was most recently with Fidelity International where she headed EU Public Policy since 2017 and prior to that worked at the Abu Dhabi Investment Authority (ADIA) Authority and Citi in broader policy roles. Natalie will officially start with ICMA on 3 June.   Andy and Natalie will work closely together to jointly lead and maximise the impact of the MPRP team given the close interrelationship between their areas of primary responsibility. Other structural elements of MPRP including the existing configuration of the committees and staff responsibilities will remain unchanged. Both Andy and Natalie will be members of ICMA's Executive Committee and report directly to the Chief Executive, Bryan Pascoe.   As the scope and complexity of ICMA’s work increase across both the regulatory agenda and the need to drive effective market standards, the new co-head structure will enable a more dedicated senior focus and take a more strategic forward-looking position to enhance the impact and effectiveness of ICMA's work in promoting capital markets’ efficiency and development across all areas of market operation and regions of activity, closely integrated with its sustainable finance and fintech & digitalisation focus.   Aligned with this and as previously announced, Paul Richards will move into the role of Senior Advisor to ICMA until the end of the year. A hearty thank you to the ABSL Poland #ASBL #summit 2024 for such a warm reception in #Krakow. My #keynote focused on a few themes: 1) #Poland is moving to the Center of #Europe (inasmuch as the #political and #military center of gravity in Europe is shifting eastward). 2) Poland has shown real #leadership in its support for #Ukraine's just cause in providing weapons (and transport routes) but also generous #humanitarian assistance for Ukrainian #refugees. 3) Poland is making huge (#NATO-leading) #investments in #military and #intelligence capabilities for #deterrence, #security and #resilience. But... 4) Be vigilant. As it becomes clear that Poland has become central to European #security architecture, #Putin sees this too. Poland’s leadership in Europe and increasing military capability is exactly why he is spending more energy, resources, and attention to attack Poland (and allied states) now than ever before. 5) In a parallel development, the more central Poland becomes in the European security architecture, the more central a target Poland becomes in Putin’s mind. Thus, as Poland grows strong, it becomes more urgent for Putin to weaken it. Indeed, weakening a key NATO member is a good place to start to weaken the alliance itself. How? 6) Russian malign activity across Europe include extensive #cyberattacks, an enormous flow of #propaganda and #disinformation across multiple #media and #socialmedia outlets, #sabotage of weapons manufacturing, storage areas and transportation links, weaponizing migrants, GPS jamming, boundary disputes, airspace incursions, cutting undersea cables, and more. It's a lot to keep track of. So what to do? 7) During the Cold War, President #Reagan understood the threat posed by the #Kremlin better than most. His remedy for #aggression was simple: “Aggression will not stop until it meets firm resistance”. If that is the case, then how does Europe #resist? 8) By making your computer and #telecom #networks, your #critical national #infrastructure, your #businesses, your #factories and your #citizens a hard and resilient target. How? #Education, critical thinking, #media literacy, diversifying and "Friendshoring" #supplychains, real #cybersecurity and #redundancy. It is inefficient? Yes. Does it cost more money? Yes. It is necessary and wise? Very much so. 9) So: Be ready. Ask what can go wrong? Prepare for contingencies. Expect aggressive behavior from Russia, but also other #authoritarian states like #China if they don't get their way. Have a plan and know how it works. No matter if you’re a CEO, a chief security officer, a government official, a first responder, or simply an individual citizen: know your role and prepare to play it.
