In a previous post we discussed how in California, Caltrans utilizes a Preliminary Environmental Study (PES) to determine the appropriate level of environmental review required under #NEPA. Filling out a PES form requires a thorough understanding of not only the proposed project, but also the potential environmental impacts, completed tests and analyses, and available mitigation opportunities.
