Although States at the International Seabed Authority have been trying for years to develop regulation to govern deep-sea mining, there are still dozens of gaps and sticking points that have not been agreed, including around #benefitsharing, which the ISA is mandated to do to ensure that mining is undertaken for the “benefit of [hu]mankind as a whole,” including for developing countries. Research that my Pew colleague Anindita Chakraborty, along with Daniel W., Hannah Lily, and Neil Craik, published last year in Marine Policy shows that mining would generate economically insignificant benefits, and there is no structure in place to distribute even that small amount equitably among ISA member states. As Governments gather in Cali, Colombia at UN Biodiversity #COP16 to discuss conservation and sustainable use of biodiversity and equitable sharing of benefits, and World Leaders meet in Samoa for the Commonwealth Heads of Government Meeting #CHOGM2024 to discuss pressing global challenges, it’s important that they urge their fellow government officials to adopt a precautionary pause on seabed mining until we can ensure it can be done without harm to the marine environment and that it can genuinely deliver benefits for the common heritage of humankind.
