The third recommendation in 'Buying all-island in Healthcare - North and South', our cross-border report published this week focuses on Dynamic Purchasing System (DPS). A DPS allows qualified suppliers to join at any time, providing healthcare organisations with access to a wide range of products from multiple suppliers. Simplified documentation and standardised evaluation criteria enables a more efficient and competitive procurement process creating boundless efficiencies for secondary care. The DPS facilitates collaboration among hospitals within a group by providing a centralised platform for sharing information, pooling resources, and coordinating procurement efforts to address shared national priority needs.

🔥 JUST PUBLISHED! House of Commons Committee report ‘NHS SUPPLY CHAIN AND EFFICIENCIES IN PROCUREMENT' 🔎 Recommendations to UK Government. The Government has two months to respond. 1️⃣ NHS Supply Chain (NHSSC) is only achieving around 57% of market share (target was 80% by 2023-24) Recommendation- NHSSC should set out details for how and when it will get NHS to use NHSSC to meet 80% target spending on consumables & medical equipment 2️⃣ National Health Service England (NHSE) has been weak in oversight & support of NHSSC 👉 Recommendation- NHSE should set out how it will challenge & support NHSSC, particularly wrt. modernisation & transformation 3️⃣ NHSE does not challenge trusts as to why they do not buy more products through NHSSC 👉 Recommendation 3: NHSE needs to use systematic data to challenge trusts to buy through NHSSC 4️⃣ The way NHSSC has calculated and reported savings has caused confusion & mistrust 👉 Recommendation: After 1 year of new savings method, NHSE should assess whether trusts accept NHSSC savings reports. Calculating methods should be consistent 5️⃣ It will be several years before the NHS sees the benefits from NHSSC’s efforts to improve its business 👉 Recommendation: NHSSC should provide a clear, realistic road map & timetable for transformation & modernisation with resulting benefits. NHSSC should also examine whether the 8 year timetable should be reduced 6️⃣ NHSE & NHSSC have not convinced clinicians that they value the quality of products above price 👉 Recommendation: NHSE & NHSSC should set out how they will involve clinicians in purchasing choices to ensure that better patient care is considered alongside value & cost

Typically frank and clearly written assessment of NHS Supply Chain's performance by the NAO. Must have been tough reading for the board but it should instead be a point of national pride that we have such strong and independent scrutiny. Although it wasn't their intended focus, there are some lessons in here for health procurement in the #GCC 1. Realistic Goal Setting: Countries in the GCC should set realistic and achievable targets for healthcare procurement efficiency and savings. Overly ambitious targets may lead to disappointment and may not accurately reflect on-the-ground capabilities. 2. Robust Incentive Structures: To enhance the uptake of centralized procurement systems, tailored incentives that truly resonate with local health entities are essential. These incentives should be based on a deep understanding of what drives engagement and compliance within the region. Or, make it compulsive. 3. Comprehensive Data Integration: It's crucial to develop a robust framework for data integration and analytics. This includes investing in technology that seamlessly integrates across various platforms and ensuring that all stakeholders are trained and committed to using these systems. 4. Addressing Operational Inefficiencies: Before implementing new systems or processes, potential integration issues and operational inefficiencies must be thoroughly assessed. This might involve pilot programs to test new approaches in a controlled environment. 5. Stakeholder Engagement: Active and ongoing engagement with all stakeholders, including suppliers, healthcare providers, and end-users, is vital. This engagement should be structured to gather regular feedback and adapt procurement practices to better meet their needs. 6. Customer-Centric Approach: A focus on customer satisfaction should drive the procurement process. This involves regular assessments of user feedback and adjustments to the procurement strategy to better align with user expectations and needs. 7.
