As the Biden Administration aggressively moves to restrict or eliminate consumer choice to purchase short term and catastrophic care plans/products, ACA products have significant network adequacy issues. According to a government watchdog report, 243 out of 375 ACA plan issuers on the federal exchanges didn’t comply with network adequacy standards for the 2023 plan year. States reported similar issues. So a more expensive plan may not provide access to care due to overly restrictive networks. Health Insurance is NOT Health Care.

Whenever I am asked what single intervention can accelerate the development of a sustainable health system in Africa, I say a well-financed public health insurance scheme. Governments don't even have to bother about investing in building healthcare facilities. Provide a guarantee to healthcare providers/investors that you will reimburse fairly for the cost of care (fully or partially through co-pays), and you will open the floodgates of accelerated investments. The graph below shows the revenue growth at one of our pharmacies (split between cash and insurance sales). Out-of-pocket sales have remained mostly flat, while insurance sales have increased as more of the customers we treat started using their health insurance for care. mPharma
