WHAT ARE THEY THINKING? I just don’t understand why a shelter in Miami would not have an evacuation plan. if this floods who is going to save them? There won’t be staff there with them. What is this? This was the best effort your team could come up with? With all this time and connections you couldn't figure out a better solution? No staff is going to sit there with them, so why are they being subjected to drown? This is animal abuse at it’s peak! Your site claims what is considered abuse and yet here is the shelter displaying such an act. Where was your evacuation plan?
