As the second part of the Khampepe Commission into the Usindiso Fire in August 2023 gets underway with a mandate to examine the urban housing crisis in the city of Johannesburg more broadly, it is going to be interesting to see how we can unlock the conundrum of providing housing to indigent people in the inner city. It raises a multitude of questions such as : Balancing property rights with the right to housing and with this, the right to housing in specific locations such as the inner city. Who should be developing housing? I would argue certainly not city or municipal entities - they take too long and it costs too much. How do we unblock the housing ladder? Without appropriate alternative accommodation - we can't unlock buildings for redevelopment. How do we bring costs down - what kind of typologies are appropriate given our apartheid spatial history? Are we really going to demolish buildings at a wholesale level - I would argue that - at the right value - it's possible to rehabilitate a large proportion of buildings in the inner city of Johannesburg - and our practice has been doing this for 20 + years! Is there going to be an impact of the findings on the way the city works? - In relation specifically to the processes for approvals - town planning? The Usindiso Fire killed more people than Grenfell - which also had a Public Enquiry- It is interesting to compare some of the responses recently released from professional bodies such as the RIBA - where the impact of professional duties and legislation is clear. In the case of Usindiso - these are not material comparisons in terms of responsibilities _ I am just trying to show the engagement.
