This week in the DM South Area, Deputy Mayor Jules Pipe decided that the Mayor of London will become the local planning authority in order to determine redevelopment Phase 2b at the Springfield Hospital site in Tooting. The subject application for this phase comprises 449 homes (50% affordable), representing a significant uplift over the 89 homes (16% affordable) previously consented for this part of the masterplan. Further to Zeb McInnes’s recommendation for the GLA, the Deputy Mayor’s decision to intervene follows an earlier Wandsworth Council resolution to refuse planning permission, against the recommendation of Council officers in March. Despite being previously developed land, this is a sensitive site - not least due to Metropolitan Open Land and nearby heritage designations. Whilst the 2012 masterplan envisaged a series of townhouses across three plots, the Farrells re-design for optimisation of this phase promotes an alternative compact and higher-density built form. With potential to offer enhanced open space provision as well as additional housing and affordable housing, this is certainly an interesting case which warrants a closer look and careful consideration at public Representation Hearing. Next phase of major Wiltshire development gets go-ahead 🏘️✅ The go-ahead has been given to build the next phase of homes at the major Jubilee Gardens development in Warminster, Wiltshire. The approval for builder Persimmon Homes Wessex - for 193 homes - is the third phase of a wider scheme to build up to 1,000 homes at the site. We are really excited about this project, which offers the potential to deliver 15 sustainable homes in a great location. All of the homes across Laxton Properties' developments are A-rated at EPC, with solar panels and Air Source Heat Pumps as standard. It costs us more to hit the A rating, but we just think it is the right thing to do. We have designed this project to facilitate the use of Modern Methods of Construction as part of our ongoing journey towards even greater sustainability, with an eye towards carbon neutrality in the future.

Last Wednesday, our team at SJA, along with colleagues from RSK Group sister companies including Projence, ADENCO, and RSK Group, had the privilege of attending another insightful session led by Valentina O'Regan of Valorum Law Group and Francois FF Salama, Barrister from 13th Floor St James Hall. The session covered the complex "Duty of Care" under the Design & Building Practitioners Act NSW (2020), a crucial topic for anyone involved in the building and design industry. Valentina and Francois shared their expertise on this critical area, providing clarity and actionable insights that will undoubtedly impact how we approach compliance and risk management in our projects. The presentation also included a detailed discussion on the appellant and respondent’s submissions in the High Court appeal for Pafburn Pty Ltd & Anor v The Owners - Strata Plan No 84674, which further deepened our understanding of recent legal developments. A big thank you to Valentina O'Regan and Francois FF Salama for their continued commitment to delivering such valuable knowledge to our teams. Barnet Council has appointed Russell Curtis as Chair of the borough’s first-ever Quality Review Panel. The Quality Review Panel will test the fundamental design principles of planning proposals, playing a major role in the council’s commitment to exemplary, high-quality developments. Comprising 28 experts drawn from across the planning and design sectors, the independent panel will ensure design issues can be discussed at the early stages of the planning process. Its formation fulfils a key commitment of the council’s corporate plan. Russell Curtis is a well-known local architect and Founding Director of London-based firm RCKa, which specialises in innovative residential, community and commercial projects. Vice-chair Selina Mason, another local resident, is Director of Masterplanning and Strategic Design at Lendlease, focusing on urban regeneration masterplans. Cllr Ross Houston, Deputy Council Leader and Cabinet Member for Homes & Regeneration, says: "I’m delighted that Barnet’s first-ever Quality Review Panel has now been formed, fulfilling a key pledge of the council’s plan for Barnet. The team of experts will help to deliver our commitment to high-quality development that complements the existing townscapes of our borough. How appropriate that we should join other professionals from disciplines across the built environment sector at a workshop with BHCC as part of their engagement process on the City Plan Part 2 on the same day that the Government announces the results of its long-awaited consultation on the NPPF. We took part in a stimulating session yesterday at the Brighton Centre with the Planning Team from BHCC, planning consultants, architects, house builders and other stakeholders who are part of the Built Environment. Topics ranged from Housing to Biodiversity & green infrastructure, Economy, culture & tourism and Design & Place-making. Council officers facilitated round table discussions on the various topics with all attendees very happy to provide their thoughts and observations. This feedback will be fed into the council's consultation process which runs until 20th January. As always in a room full of professionals there were some strong opinions and interesting thoughts on how the city council could work with the private sector to think creatively about the homes and infrastructure that the city will need as well as thinking about sustainability and place-making in a city that is rich in heritage. Thinking outside the box will be required in order to find solutions to the problem of Brighton & Hove being boxed in by the sea to the south and the south downs to the north, meaning that land to be allocated for new homes is not easy to find. We look forward to continuing to be part of the conversation and would urge all of our colleagues in the built environment to contribute to the conversation, the more feedback the council gets the more informed its decisions will be. A 13-story, 110-unit residential tower overlooking Edgewater Park with commercial space and renovations to the Shoreway Apartments is moving forward.
