Great article, with a great list of things small towns can do to reinvigorate growth: * Update zoning codes (smaller lot sizes, NO parking minimums, & mixed-use throughout) * Provide small developers access to financial incentives (PILOT, RD, etc…) * Hire pro-business professionals to run municipal offices—create a pro-growth culture. How do you know your municipal offices have it? When their first question for a would-be development is “How Can We Help?”

Developers should hire a management company before they even start a development. Why? Here's an example. A couple nice guys in St. George, UT called us about a 4-unit development they were working on, which will be their first development. They made some comment like "it's only an HOA because the City is requiring it to be, but the assessments should be dirt cheap because there's nothing the HOA has to do." We review the plat map and ask "is that stub road public or private?" Are the fences owner or HOA responsibility? Is the retention/detention pond HOA responsibility? What materials will be used for it so we can determine the amount of maintenance that may be needed? It looks like there are three street lights. Will those be linked to electricity from units or on their own meter? Will owners have their own garbage cans or are you planning on having a dumpster they all share? Have you gotten pricing for insurance? Who maintains the landscaping on the public road outside the community? Will the units be individually metered for all utilities? They hadn't really thought about most of the above and suddenly the conversation shifted from "this is simple" to "this is overwhelming, we need you!!!" Even experienced developers tend to see the project from a developer perspective and getting insight from HOA professionals can help avoid a lot of issues later.
