In 2023, HCCH proudly celebrated its 130th anniversary, marking a legacy of excellence and collaboration in the realm of private international law. The 2019 Judgments Convention came into force. Spanish was adopted as HCCH's third official language. Furthermore, 2023 marked the 30th Anniversary of the 1993 Adoption Convention, highlighting the persistent commitment to facilitating adoptions across international boundaries. It’s two weeks out from the annual meeting of the governing body of the #HCCH, the Council on General Affairs and Policy (CGAP). The HCCH is governed by its Members through its two governing bodies: - CGAP, which meets annually to review progress and set the work programme of the Organisation; - The Council of Diplomatic Representatives (CDR), the Organisation’s primary financial and budgetary authority, which meets annually to approve the HCCH’s budget and apportion expenses among Members. Every year, in the first full week of March, delegates of HCCH Members meet on the grounds of the Peace Palace in The Hague. This year, CGAP will hear the status of work in each of the three Divisions of the Permanent Bureau (PB): - International Family and Child Protection Law; - Transnational Litigation and Apostille; and - International Commercial, Digital and Financial (#CODIFI) Law. CGAP will also discuss and decide matters relating to the governance of the Organisation. Papers prepared by the PB and submitted to CGAP in advance of this meeting are available online at the link indicated below. These Preliminary Documents provide reports and proposals for CGAP’s consideration. Watch this space for the Conclusions and Decisions to CGAP this March — they will set the direction and work programme for the Organisation’s work towards the progressive unification of the rules of private international law. What will the HCCH have on its work programme in 2024? Preparations for the next meeting of the HCCH’s governing body, the Council on General Affairs and Policy (CGAP) are well underway. CGAP will next meet from 5 to 8 March 2024. In the lead up to this next meeting, Preliminary Documents are being prepared for the consideration of CGAP. These documents inform CGAP on the work that has been undertaken at the Organisation since its last meeting in March 2023, and report on developments in private international law that may warrant the attention of HCCH Members. These Preliminary Documents are made available on the website of the HCCH (link in the comments below) as they come ready. For example, Preliminary Document No. 12A provides an update on the work of the Transnational Litigation Division over the past year. Under the responsibility of my colleague Secretary Melissa Ford, this Preliminary Document reports on key developments in the area, as well as on the progress of the work relating to - the 2005 Choice of Court and 2019 Judgments Conventions, and - the 1965 Service, 1970 Evidence and 1980 Access to Justice Conventions. It also makes proposals for the consideration of CGAP in relation to work in the upcoming year – an exciting one for this field as we look towards the next meeting of the Special Commission on the 1965 Service, 1970 Evidence and 1980 Access to Justice Conventions (watch this space!). Preliminary Document No 12A is available at the link in the comments below. Reports on the key developments in private international law in the fields of International Family and Child Protection Law, and Commercial, Digital and Financial Law, will also be provided ahead of CGAP’s meeting on the HCCH website.
